Work Biography
He graduated from the Alma-Ata Institute of National Economy and the D.A. Kunaev Humanitarian University. Has a degree in economics and law .
He began his career as an economist at the research and production enterprise Geosystem in the city of Alma-Ata . From 1991 to 2003, he held senior positions in commercial structures. From 1993 to 1998, he worked as deputy director, director, president of the Asetan joint stock company. From 1998 to 2003, he was President of the Golden Grain Group Corporation CJSC in the city of Petropavlovsk . From 2003 to 2005, he held the position of head of the housing department of the city of Astana , then head of the department for managing subordinate organizations of the Office of the President of Kazakhstan. Since 2005 - Director of the State Enterprise " Almatyatyzer ", then Managing Director of Eximbank of Kazakhstan JSC in the city of Almaty . Since 2007 - Deputy Chairman of the Board of Trust Trest Sredazenergomontazh JSC.
Activities as akim
April 24, 2009 , in agreement with the Pavlodar city maslikhat, by order of the akim of the Pavlodar region was appointed akim of the city of Pavlodar.
The Pavlodar public was wary of accepting the appointment of a person with an odious work biography to the post of akim of the city (he held the post of director of the notorious KGKP " Almatyatyzer " who took out land for the so-called state needs, and if easier by state raiding ) the start of Zhulamanov’s team was marked by a scandal within the walls of the city akim’s office . A group of deputies of the city maslikhat staged a fight with representatives of the team of the new akim [1] .
On September 26, 2011, he resigned from the post of akim of the city of Pavlodar in connection with the transfer to another job.
