The Governor-General of Finland ( Fin. Suomen kenraalikuvernööri ; Swedish. Generalguvernör av Finland ) is the title of top Finnish official first in the Swedish kingdom , and since 1809 of the Grand Duchy of Finland in the Russian Empire , before independence in 1917 . The Governor-General of Finland was appointed by the head of state and possessed both civil and military power.
