Biography

Born in with. Kalugino, Serpukhov district, Moscow region .

  • In 1953 he graduated from the Law Faculty of Moscow State University. M.V. Lomonosov.
  • From 1953 to 1956 he studied in full-time postgraduate study at the Faculty of Law of the same university.
  • In 1962, under the guidance of Professor I. I. Evtikhiev, he defended his thesis on the topic: “State Administration of Soviet Trade”.
  • In 1973, a doctoral dissertation on the topic: “Theoretical questions of the competence of bodies of Soviet public administration”.
  • From 1957 to 1960, he worked as a senior editor of the State Law Office,
  • From 1960 to 1995, at the Institute of State and Law of the Academy of Sciences of the USSR, he held the positions of a junior, senior researcher, head of the administrative law sector, and head of the Public Law Center.

Merit

B. M. Lazarev was one of the leading experts in the field of administrative law. He also worked on problems of the general theory of state and law and constitutional law. For more than 25 years he was a freelance consultant to the Supreme Soviet of the USSR, participated in the development of a large number of draft laws of the USSR and Union republics.

He made the most significant contribution to the development of concepts of the Soviet political system, the status of public organizations, and institutions of administrative responsibility. He took an active part in the activities of the working groups of the Constitutional Commission in preparing the draft Constitution of the Russian Federation.

For the first time in the history of Soviet administrative science, he developed the theory of competence of a government body and the theory of administrative status of a citizen. Under his leadership, a whole galaxy of prominent scientists was brought up. He was Deputy Chairman of the Committee on Constitutional Oversight of the USSR.

B. M. Lazarev has published more than 100 scientific papers, including 2 monographs. The most significant are the following scientific papers:

  • "The Soviet state and public organizations" (M., 1960) (in co-authorship);
  • “Competence of governing bodies” (M., 1972);
  • “Soviet administrative law” (M., 1981);
  • “Citizen and management apparatus” (M., 1982);
  • "Management Procedures" (M., 1985);
  • “Commentary on the Code of the RSFSR on Administrative Offenses” (M., 1987).

Rewards

He was awarded the Order of the Red Banner of Labor and the medal "For Labor Distinction" for his achievements in the development of science and social activities, and for the strengthening of scientific ties with the German Democratic Republic - the Golden Badge of the Society of German-Soviet Friendship.
