Biography
The son of a notary and a judge, Robert Conte studied law in Neuchâtel , Heidelberg and Paris . From 1869 to 1874, he worked as a general lawyer at La Chaux-de-Fonds . In 1873, he was one of the founders of the democratic association, but the following year he moved from the liberal camp to the radical left.
In 1876 he was appointed to the cantonal government, where he headed first the police department, then from 1877 the interior department, and finally from 1884 the newly created department of agriculture and industry. At the same time he was the head of the government (1880–1881, 1883–1884, 1885–1886, 1889–1890, 1893–1894, 1898–1899).
At the federal level he was a member of the National Council (since 1883 ), and in December 1899 he was elected to the Federal Council (Government of Switzerland). As Minister of Finance, he played a key role in the creation of the Swiss National Bank in 1906-1907 .

After retirement in 1912, he worked in the management of international offices in the fields of industrial and intellectual property. Also kept political activism. During World War I, he openly sympathized with the opponents of the war in the Central Powers and called for a protest against the invasion of Belgium . The war strengthened his pacifist convictions and made him a supporter of Switzerland’s accession to the League of Nations .
