Biography
Born on October 13, 1963 in the village of Usharal, Talas district, Dzhambul region. From the tribe of the Senior zhuz Oshakty [3] .
Graduated from Kazakh State University. S. M. Kirova, Candidate of Economic Sciences.
He began his career as a teacher at the Department of Political Economy of the Alma-Ata Institute of National Economy.
From 1988 to 1992 he worked at the Kazakh State University. S. M. Kirov, he went from assistant to assistant professor of sociology.
From 1992 to 1998 he was engaged in entrepreneurial activity.
In 1998, he was appointed deputy akim of the Zhambyl region ( Sarybai Kalmurzaev worked as akim).
From 1999 to 2002, he held the positions of Deputy Chairman of the Agency of the Republic of Kazakhstan for Small Business Support, Chairman of the Board of CJSC Fund for the Development of Small Business, Deputy Chairman of the Agency of the Republic of Kazakhstan for the Regulation of Natural Monopolies, Protection of Competition and Support for Small Business.
From 2002 to 2004 he worked as First Deputy Chairman of the Agency of the Republic of Kazakhstan for the Regulation of Natural Monopolies and the Protection of Competition.
From 2004 to 2007 - Chairman of the Agency of the Republic of Kazakhstan for the Regulation of Natural Monopolies.
From 2007 to 2008 he worked as the head of the Office of the Prime Minister of the Republic of Kazakhstan.

On February 21, 2019, the President of Kazakhstan dismissed the Sagintayev government [7] .
On March 1, 2019, by the Decree of the President of the Republic of Kazakhstan, he was appointed Secretary of State of the Republic of Kazakhstan [8] .
On March 24, 2019, by the Decree of the President of the Republic of Kazakhstan, he was appointed Head of the Administration of the President of Kazakhstan [9] .
On June 28, 2019, by decree of the President of the Republic of Kazakhstan, he was relieved of his post as head of the Presidential Administration of the Republic of Kazakhstan in connection with his transfer to another job [10] .

Father - Sagintaev, Abdyr (1921-1986), Hero of Socialist Labor, gentleman of the three orders of Lenin, participant in the Great Patriotic War, worked as the director of the Talas Sheep Breeding Plant.
Wife - Sagintayeva Galia Karataevna.
Father-in-law - Turysov, Karatay (1934-2004) - Secretary of the Central Committee of the Communist Party of Kazakhstan, Secretary of the All-Union Central Council of Trade Unions, Deputy Prime Minister of the Republic of Kazakhstan, Minister of Tourism, Physical Culture and Sports of the Republic of Kazakhstan, Chairman of the Central Election Commission of the Republic of Kazakhstan.
Wife's sister - Aidarbekova Aliya (b. 1976) - Deputy Chairman of the Board of the Investment Fund of Kazakhstan JSC, since 2017 Deputy Chairman of the Board of Housing Construction Savings Bank of Kazakhstan JSC [11]
The wife ’s nephew - Turisov Aset (born in 1987) - since 2017, is an independent director of the State Corporation “Government for Citizens” NAO; since January 2018, he has been appointed chairman of the board of the National Information Technologies JSC [12]
He has two daughters (Meruert, born in 1987, Nadira, born in 1992).
Son-in-law (husband of Meruert’s daughter) - Bakhyt Ibrahim (b. 1985) - Chairman of the Board of Directors of Qazaq banki JSC [13] . During privatization in Kazakhstan , he also acquired Kazakstan Maktasy JSC for 3.2 billion tenge (the initial price was 16.8 billion tenge) [14] . In April 2018, Bakhyt Ibrahim was detained in Germany at the request of Kazakhstan’s law enforcement agencies [15] [16] .
Brother - Sagintayev Taymas (born 1949) - head of the Interregional Inspection of the Agency of the Republic of Kazakhstan for the Protection of Competition in the Zhambyl, Kyzylorda and South Kazakhstan Regions, head of the Antimonopoly Inspectorate in Zhambyl Region. His son Alimzhan (born 1970) is the president of Kedentransservice JSC. Another son, Galymzhan (b. 1972), is the first deputy general director of Asian Gas Pipeline LLP.
Brother - Kemelov Karzhaubay (born in 1952) - the head of the Zhambyl regional territorial inspectorate of forestry and wildlife [17] . His son, Kemelov Daulet, is the head of the Transport Control Inspectorate in the Zhambyl region. Another son, Kemelov Zangar, is the deputy chairman of the board of NK JSC SEC Taraz
Brother - Sagintayev Kystaubay (born 1954) - former head of the migration police department of the Internal Affairs Directorate of the Zhambyl region, administrator of the courts of the Zhambyl region. Since January 2015, he has been working as the director of the Zhambyl regional branch of the Republican state enterprise “Real Estate Center” of the Ministry of Justice of the Republic of Kazakhstan. His daughter Aida (born 1977) is the chief executive officer of the Nazarbayev University Higher School of Education.
