Content
Geography
The district is located in the central part of the Kuznetsk Basin , in the west of the Kemerovo Region . In the north, it borders on the Topkinsk district , in the east - on the Krapivinsky district , in the south - on the Leninsk-Kuznetsky region , in the west - on the Novosibirsk region . The area of the territory is 3.1 thousand km ², which is 3.2% of the territory of the Kemerovo Region . Of these, 78.7% is farmland (including 50.4% is arable land), 17.3% is forest, 1.4% is water, 9.4% is other land.
From east to west, the district is crossed by the Inya River , a tributary of the Ob , which divides the district into two parts — the northern forest-steppe and the southern steppe (it accounts for two thirds of the district’s area). The border of the Salair ridge runs along the southern part of the district.
The district has a favorable economic and geographical position, due to a number of factors and conditions:
- transport development of the territory allows you to interact with all areas of the Kemerovo region and beyond;
- favorable agro-climatic conditions contribute to the development of a diversified AIC;
- explored mineral deposits, including coal, determine the potential of industrial development of the territory;
- the recreational resources of the area are favorable for the development of ski tourism available to residents of the region;
- the proximity of large cities and the transport development of the region stimulate the development of the processing industries of the agro-industrial complex and implement the field-plant-shop projects.
- Natural resources and conditions
The climate of the territory is sharply continental with a significant difference in annual temperatures and low precipitation characteristic of the steppe zone. The land fund of the district is 3.1 thousand km², of which 78.7% is farmland (including 50.4% is arable land), 17.3% is forests, 1.4% is water, 9.4% is other lands. The main wealth of the area is highly fertile soils suitable for growing various crops. The territory belongs to the most plowed areas, where the proportion of arable land can reach up to 72%. The amount of positive temperatures above 10 ° C is up to 1800 ° C, which makes it possible to grow grain grain standards.
Ushakovskoye, Solonovskoye and other deposits of hard coal are located in the district and are very promising for mining in the near future. Among the common minerals, sand reserves are the most widespread - up to 4,650 thousand tons.
The Yin is a tributary of the Ob , divides the territory of the district into two parts - the northern forest-steppe and the southern steppe (it accounts for two thirds of the area). The Salair ridge covered with coniferous forests enters the south-eastern outskirts of the district. Gentle slopes in combination with forest vegetation and Lake Tanai are favorable for organizing recreation areas of local importance.
History
In 1935, on the territory of the West Siberian Territory , a new district was allocated - Titovsky . Later, the district center is transferred to the large industrial railway station. In 1946, the Titovsky district was divided into Promyshnovnovsky and Podunsky , and in 1953 they again merged into a single Promyshlennovsky district [4] .
In accordance with the Law of the Kemerovo Region No. 104-OZ dated December 17, 2004 [5], the Industrial District is endowed with the status of a municipal district. On its territory 11 municipalities are formed: 1 urban and 10 rural settlements.

- Agriculture
The basic industry of the Industrial District is the production of agricultural products. More than half of the area is agricultural land. Promyshlennovsky district occupies one of the leading places in the region for the production of agricultural products and, along with Leninsk-Kuznetsky district, is a grain granary of the Kemerovo region. This is the first agricultural region in the region where agricultural firms for the production and processing of agricultural products began to form. Processing industries of the agro-industrial complex make up the bulk of industrial production in the region.
The volume of shipped goods of own production by types of economic activity was:
- Extraction of minerals - 14.8 million rubles
- Manufacturing production - 782 million rubles. (0.3% of the regional volume),
- Production and distribution of electricity, gas and water - 115 million rubles. (0.2% of the regional volume).
In 2007, agricultural products were produced in the amount of 2,671 million rubles. (share in the region of 9.8%). The district remains the largest producer of bread, meat and milk in Kuzbass. Gross harvest of grain crops in 2007 amounted to 200.5 thousand tons. Promyshnovsky district takes the 1st place in grain collection, being the main breadbasket of Kuzbass.
The district is also leading in milk production. In 2007, the district occupied the 1st place in the region, giving 10.7% of production, or 49,459 tons of milk.
The largest farms of the region are leaders in the production of certain types of agricultural products.
Sputnik LLC is the first farm in the region, on the basis of which new energy-saving technologies in agricultural production have been tested and applied to the present: Mini-till minimum tillage systems, new machinery and technologies for growing grain crops (“full trail”), new fertilizers (herbicides of continuous action), providing effective protection against weeds. For several years in a row, Sputnik LLC has been a leader not only in the district, but also in the grain production area. CJSC “Vaganovo” is one of the large agricultural enterprises of the Industrialnovsky district. The economy is actively developing. This is facilitated by the investment of the Sibirsky Business Union HC.
LLC "Mechta" - one of the best farms in the Industrial District, the leader in the production of grain and fodder crops. The farm pays special attention to a balanced diet of animals and the creation of a forage base for animal husbandry in the region.
LLC Kuzbassmyasoprom is the only large pork producer in the region. The second largest pig farm in the region (herd of 61,000 pigs, the volume of pork production per year is 56,596 centners) after the Chistogorsky pig farm in the Novokuznetsk district.
LLC "Swans". The main branch of specialization is meat and dairy cattle breeding. To ensure the feed base of livestock farming and is engaged in crop production.
The region leads in the production of livestock and poultry meat, ranking 2nd in the region (15.3%, 10159 tons in 2007).
Industry is the second most important sector of the district economy. The main product range: meat and sausage products, whole milk products, butter, bread and bakery products, flour, mixed feed, beer and soft drinks, mineral water. In addition, the production of disposable plastic utensils is organized in the region. The region produces 17.8% of the whole-milk products of the Kemerovo Region and ranks second with a production of 23,729 tons in 2007. For the year, production almost doubled, which indicates a high level of development of the agro-industrial complex in the region. The production of oil is growing - the district ranks third in the region, producing 607 tons of this product. The development of the construction industry of Kuzbass promoted the growth of demand for sand, the production of which in the area is handled by Promyshlennovsky Sand Pit LLC. Annual production is about 75 thousand tons. As a result of processing, two sand fractions are formed - a small module 1.16 and a large module 2.2. The latter is used for the manufacture of concrete products, asphalt, foam concrete.
- Transport and communication
The territory of the district has a fairly dense transport network. All settlements have a road connection with the district center and neighboring areas. In the village of Industrial built a new bus station. The railway passes through the territory of the district, connecting it not only with the majority of districts of the region, but also makes it possible to export products outside of its borders.

For the housing and communal complex of the region, there is a high proportion of private individual housing, a low level of provision of the population with public services, and a remote location of settlements, which significantly increases the unit cost of housing and communal services. The housing and communal complex of the district is represented by eight enterprises: UKKTS LLC, Teplovik LLC, Kommunalschik LLC, KOS Municipal Unitary Enterprise, Promvodokanal LLC, Uyut LLC, PMK-5 LLC, and Padunskoe DMUKP, which 190.5 thousand square meters of housing, 135 km of water supply, 14.6 km of sewerage, 37.5 km of heating networks and 28 boiler houses.
Currently, the housing stock of the district is 954 thousand square meters (1.7% of the housing stock of the region).

- Market infrastructure
A growing role in the social and economic development of the district is played by small businesses. The growth of investments of small enterprises, individual entrepreneurs in the economy, the service sector ensures the introduction into operation of modern facilities, changing the appearance of settlements in the district, especially Industrial. The district has a targeted program of support for small and medium-sized businesses for 2008–2010. Within the framework of this program, a part of the costs of small and medium-sized businesses connected with the purchase of milk from the population is subsidized. The structure of activities of small businesses in the area is different from most areas of the region, where the absolute majority of small enterprises and private entrepreneurs are engaged in trade. The largest share in the structure of small enterprises belongs to enterprises that create wealth in the real sector of the economy. The share of small enterprises in the total volume of products, goods and services produced in the region is more than 30%.
- Financial infrastructure
The financial infrastructure is represented by a network of branches of the Siberian Bank of Sberbank of Russia and the Agricultural Bank.
Retail turnover in 2007 amounted to 1,331 million rubles. (share in the region of 0.6%, 20th place), per capita - 26,374 rubles. (25th place).
Promyshnovsky district is attractive for investors. Favorable conditions for the development of agriculture and a high level of private initiative in this area are decisive in attracting investors. Investments in fixed assets in 2007 amounted to 1,038 million rubles. (share in the region of 1%, 20th place).
One of the promising areas of development of the investment potential of the Industrial District is exploration and coal mining. In the medium term, it is planned to create an energy technology complex “Serafimovsky” for wasteless deep processing of coal at 2.4 million tons / year with electricity production at a TPS of 500 MW, synthetic motor fuels 1000 thousand tons / year, valuable chemical products and building materials. on the basis of the new mine and processing plant. The initiator and investor of the project is CJSC IPO Kuzbass. The second direction of investment activity is the development of tourism and hotel business. The development of this area will stimulate the processing of agricultural raw materials.
The third area of investment is the construction and modernization of livestock farms. Investors in the area are large financial and industrial groups - along with ZAO Sibirsky Business Union CJSC, agreements on social and economic cooperation have been concluded with MARRTEK LLC, Zarechye Chemical Union LLC, Sibconcord Financial and Industrial Union LLC.
- Social infrastructure
The average monthly salary in 2007 amounted to 7,405 rubles and increased by 23.9% by 2006.
The area has developed a developed social infrastructure. In the educational sphere, there are 30 pre-school institutions, 37 schools, a vocational school, and the Cadet Corps of the Emergencies Ministry. All major settlements have either ambulatory clinics or obstetric stations. The provision of doctors and nursing staff is almost two times lower than the regional average. In the area there are 44 medical institutions. In the sphere of culture, there are a local history museum, 38 libraries, 46 houses of culture and clubs, an art school, a music school, and the House of Children's Art. There are 103 sports facilities, a youth sports school.
- Recreation and tourism infrastructure
In the Industrial area located ski complex "Tanai", which is the main tourist attraction of the area. "Tanai" has a convenient location - located near the village of Zhuravlevo, Promyshlennovsky district, 120 km from the city of Kemerovo and 140 km from Novosibirsk.
Construction of the objects of the ski and tourist complex "Tanai" is carried out in stages. In February 2007, the first stage of the complex was launched. Currently "Tanai" is:

In the medium term, the ski complex "Tanai" will become one of the most modern and equipped resorts of the Kemerovo region and Russia.
In 2009, the DZ Tanai airfield began its work, including the building of a training complex, a café for visitors, a runway for airplanes and a convenient landing ground for parachutists. The plans include the construction of a hotel, a cafe, an aircraft hangar, a swoop pond.
