Born on June 27, 1918 in the village of Starominskaya, Krasnodar Territory, in a peasant family. Russian. He graduated from grade 4. He worked as a tractor driver on a collective farm.
In the Red Army since December 1938. He participated in the Soviet-Finnish war of 1939-1940.
In the battles of World War II from June 1941. He took part in the liberation of Belarus, Poland, in battles in Germany, in the storming of Berlin.
The driver of the tank of the 4th tank regiment (35th mechanized brigade, 1st mechanized corps, 28th army, 1st Belorussian front) senior sergeant Pyotr Tsygikalo July 2, 1944 during enemy attacks in the area of the village of Yevlichi Slutsky district of the Minsk region of Belarus, crushing the field gun with caterpillars and making passages for rifle units, contributed to the development of the offensive.

In May 1946, P.P. Tsygikalo was demobilized from the Armed Forces of the USSR. He lived in the village of Starominskaya. He worked as a locomotive engineer.
On May 9, 1978, the full cavalier of the Order of Glory P.P. Tsygikalo was entrusted with the right of honor to light the Eternal Flame at the opening in the village of Starominsky of the memorial complex in honor of fellow countrymen who died in the Great Patriotic War.
Died June 10, 1998. He was buried in the cemetery of the village of Starominskaya.
