Biography
Born in the Zagatui ulus of the Irkutsk province (now a village in the Bayandaevsky district of the Irkutsk region ) in a peasant family.
From 1932 to 1939 he worked as a teacher.
Since 1939 he was at the Komsomol and party work . From 1943 to 1944 - Secretary of the Buryat-Mongolian Regional Committee of the CPSU (B.) , From 1952 to 1954 - Deputy Chairman of the Council of Ministers of the Buryat-Mongolian Autonomous Soviet Socialist Republic , from 1957 to 1960 - instructor of the Central Committee of the CPSU .
From November 1960 to June 1962 - Chairman of the Council of Ministers of the Buryat Autonomous Soviet Socialist Republic .
From June 12, 1962 to January 7, 1984 - the first secretary of the Buryat Regional Committee of the CPSU . During his tenure, dozens of new enterprises were put into operation, including: Selenginsky Pulp and Paper Mill , Ulan-Ude Bridge Metal Structures Plant, knitwear factory , confectionery factory , poultry processing plant in a meat factory. Under him, the construction of the Buryat section of the Baikal-Amur Mainline , the construction and installation of the Gusinoozerskaya State District Power Station , Thermal Power Station -2, Kholboldzhinsky and Tugnuysky coal opencasts and many other objects were begun.
Member of the CPSU Central Committee from 1971 to 1986 (candidate member of the CPSU Central Committee from 1966 to 1971 ). Member of the Supreme Soviet of the USSR from 1962 to 1984 .
Since 1984 - a personal pensioner of national importance, Moscow .

Memory
In Ulan-Ude, in 2004, instead of the old cast-iron monument-bust of A.U. Modogoev, a new bronze monument-bust of the work of the Buryat sculptor A.M. Mironov was erected in the square bearing his name near the building of the People's Khural of Buryatia. The old monument was transported to the homeland of A.U. Modogoev in the village of Zagatuy, Bayandayevsky district of the Irkutsk region and installed at a local school, also bearing his name. Streets in Ulan-Ude , Kyakhta , Ust-Orda , Zagatue are named after Modogoyev .
