12th Ukrainian Football Championship among representatives of the Second League . It was held in three groups in two rounds, one home match, one away away from July 26, 2003 - June 20, 2004 . The winners of the tournament in groups were the teams βGazovik-Skalaβ (Stryi) , βDynamo-IgroServiceβ (Simferopol) and βSteelβ (Dneprodzerzhinsk) .

- Before the start of the season, the Galicia-Karpaty team (Lviv) was called the Karpaty-3.
- In the first round, the Spartak-2 team (Kalush) was called the Carpathian region.
- The teams Sistema-KHP (Chernyakhov) , Sokol (Zolochev) , Kovel-Volyn-2 (Kovel) withdrew from the competition before the start of the championship.
- The team "Podillia" Khmelnitsky at the end of the season teamed up with the team "Krasilov-Obolon" (Krasilov) called "Podillia" Khmelnytsky and will play in the first league .

- Before the start of the season, the Metallurg-Zaporozhye-2 team (Zaporozhye) was called Metallurg-2.
- After the first round, the Avangard team (Rovenki) teamed up with the Inter team (Lugansk) , but the union quickly broke up, then there was a union with the Lightning team (Severodonetsk) , in fact, giving way to it. In the second round, the Lightning team (Severodonetsk) under the name Avangard-Inter (Rovenki) performed.
- The Shakhtar team (Lugansk) withdrew from the competition before the start of the championship.
