The Milk Wars ( milk conflict ) is a series of aggravation of relations between Belarus and Russia since 2009, in connection with the export of dairy products to Russia.

- Reasons for the conflict
It is believed that the conflict was caused by new requirements for Belarusian dairy products imported into Russia. In December 2008, the Federal Law of 12.06.2008 “ Technical Regulations for Milk and Dairy Products” [1] came into force in Russia, according to which milk is a product of normal physiological secretion of the mammary glands of farm animals, without any additions to this. product or extracts of any substances from it, for example, a dairy product made from concentrated or condensed milk or whole milk powder or skimmed milk powder and water, will be considered a milk drink om [2] . At the same time, some Belarusian manufacturers announced the compliance of their products with new requirements [3] .
V.V. Putin also pointed out at a meeting of the Government Commission on Regional Development on June 19 that Belarus has a high level of budget subsidies for agricultural production (24% for milk, while about 3% for Russia) [4] .
Earlier, an agreement was reached on the volume of these quotas. Unfortunately, our partners exceeded them by 40%. This created certain, well-known difficulties for our milk producers and for processors. For processors to a lesser extent, because they just got quite cheap milk powder from Belarus. And this, of course, put dairy producers at a disadvantage in competitive conditions.
Alternative versions of the conflict
- According to Alexander Lukashenko , the conflict was provoked by the Russian side in an attempt to establish control over the Belarusian dairy industry [5] .
- According to Russian Newsweek magazine, the conflict was related to the fact that Alexander Lukashenko violated his promise (which was allegedly documented) in exchange for a $ 2 billion loan from Russia to allow the sale of 12 Belarusian dairy plants, which Russian entrepreneurs were interested in acquiring [6] .

- June 6, 2009 - Onishchenko , the chief sanitary doctor of Russia, introduced a ban on the import of Belarusian milk;
- June 13, 2009 - Lukashenko threatened to return customs to the Russian-Belarusian border [7] ;
- June 14, 2009 - the Belarusian delegation refused to participate in the next CSTO meeting, linking military-political security issues with economic security;
- June 17, 2009 - the parties announced a final agreement on the supply of Belarusian dairy products. [eight]
- Events after the conflict
- July 2, 2009 - Onishchenko accused Belarusian dairy producers of disrupting agreements on the provision of dairy products for examination and said that the current situation was assessed by the Russian side “... as systematic work on the part of Belarus to disrupt the agreements reached”. [9]
