Pashin, Sergey Anatolyevich

Sergey Anatolievich Pashin (born December 18, 1962 , Moscow ) is a retired Russian federal judge, honored lawyer of the Russian Federation . The main initiator of the introduction of jury trials in Russia, the developer of the necessary regulatory framework of this most important legal institution [1] .

Biography

From 1979 to 1984 he studied at the full-time department of Moscow State University. M.V. Lomonosov ; He graduated from the Faculty of Law with honors with a degree in Law.

From 1984 to 1987 he studied in full-time, and then in correspondence graduate school there. In 1988 he defended his thesis for the degree of candidate of legal sciences on the topic: “Judicial debate in the mechanism of establishing the truth in a criminal case” [2] .

He taught at the Law Faculty of Moscow State University from 1987 to 1990 .

He served in 1990 as a senior consultant to the Office of the Supreme Court of the USSR, and then transferred to the post of chief specialist in the legal department of the Office of the Presidium of the Supreme Council of the RSFSR .

In 1992, he headed the Department of Judicial Reform of the State Legal Administration of the President of the Russian Federation .

In 1995 - 1996 he worked as deputy head of the Legal Department of the State Duma of the Federal Assembly of the Russian Federation.

From 1996 to 2001 - judge of the Moscow City Court .

He was twice deprived of authority (according to some reports, due to conflicts with the chairman of the court Olga Egorova ), but first the Supreme Court of the Russian Federation , and in the second case, the Higher Qualification Collegium of Judges overturned the decisions taken against Pashin. Pashin himself did not confirm the existence of a conflict with Egorova [3] .

In 2001 , he retired, taught criminal procedure law at Moscow universities.

In 2005 - 2007 he participated in the “ Federal Judge ” program on Channel One .

Since 2008 - Professor at the Department of the Judiciary of the National Research University - Higher School of Economics (Moscow).

From 2003 to 2010 , he was a member of the qualification commission under the Law Chamber of the city of Moscow.

In November 2012 , he joined the Council on the Development of Civil Society and Human Rights under the President of the Russian Federation [4] .

  • On public control over ensuring human rights in places of detention (bill of 2000, adopted in 2008 as No. 76-FZ ) [10]

One of the authors of the Concept of judicial reform in the Russian Federation, approved by the Supreme Council of the RSFSR on October 24, 1992 [6] .
