Svetlinskaya Hydroelectric Power Station (Vilyui Hydroelectric Power Station-III) - a hydropower plant under construction on the Vilyui River in Yakutia , near the village of Svetly . Included in the Vilyui cascade of hydroelectric power stations , being its second stage. The owner of the station is Vilyui HES-3 JSC, a subsidiary of ALROSA.

Station Design

Svetlinskaya hydroelectric power station is a dam riverbed hydroelectric power station with spillway structures combined with the hydroelectric power station building.

The composition of hydroelectric power plants: [1]

  • left-bank embankment dam 112 m long and 62 m high;
  • right-bank embankment dam 267 m long and 62 m high;
  • hydroelectric building, combined with bottom spillways;
  • a discharge channel 210 m long.

The design capacity of the hydroelectric power station is 370 MW, the design annual average generation is 1.2 billion kWh . According to the project, 4 hydroelectric units with a capacity of 92.5 MW each each with rotary vane turbines operating at an estimated pressure of 22.8 m are to be installed in the building of the hydroelectric power station. As of 2018, 3 hydroelectric power units with a reduced pressure were commissioned, the hydroelectric power is 277, 5 MW, the average annual output is 750 million kWh [1] .

According to the project, the pressure structures of the hydroelectric power plants should form a reservoir with an NPU of 181 m, an area of ​​104 kmΒ², a full and useful capacity of 1,126 and 0,195 kmΒ³, a length of 141.2 km, a width of 0.46 km, a depth of 50 m. When creating a reservoir, 288 ha are flooded farmland, 28 buildings are being transferred. As of 2018, the reservoir has been filled up to a pumping station of 177.5 m, at which its area is 70.1 kmΒ², the full capacity is 0.593 kmΒ³, and the useful capacity is absent [1] .

Economic Significance

Svetlinskaya is intended for energy supply to the diamond mining industry, prospective extraction of other minerals of Yakutia (in particular, oil and gas), as well as for energy supply to the housing and communal sector (several villages are planned to be switched to electric heating). It works on a system isolated from the UES.

Construction History

 

The feasibility study of hydroelectric power stations began to be developed by the Institute " Lenhydroproject " in 1975, the project - in 1978. Preparatory work for the construction of the hydroelectric station began in 1978. In April 1983, excavation work began on the main structures (construction canal and landfalls). On October 6, 1986, the Vilyui river channel was blocked, and a bridge was built across the construction channel. On April 22, 1987, the first cube of hydraulic concrete was laid at the base of the HPP building. Then, in the 1990s , the pace of work for economic reasons was slowed down, and then completely stopped. The question arose about the fact that the construction of the station was finally phased out.

After three years of inactivity in July 1999, the construction of the main waterworks resumed. And if earlier Yakutskenergo, RAO UES of Russia , the federal and republican budgets were in charge of the construction, then from that time the functions of the customer were vested in Vilyuiskaya GES-3, and financing was transferred to ALROSA.

ALROSA acquired in July 2000 a controlling stake in Vilyuygesstroy OJSC. In 2000, ALROSA invested more than 600 million rubles in OJSC Vilyuiskaya HPP-3; in 2001, investment resources in terms of capital investments allocated by OJSC Vilyui HPP-3 were spent in the amount of 1,353 million rubles. The general contractor for the construction and reconstruction of energy facilities is a subsidiary of ALROSA OJSC - Vilyuygesstroy OJSC.

On September 8, 2004, the first hydraulic unit was commissioned at Svetlinskaya HPP, December 22, 2005 - the second, February 6, 2008 - the third [1] . In 2009, the reservoir was raised from a mark of 169.5 m to a mark of 175 m (design mark - 181 m). Commissioning of hydraulic unit No. 4 is scheduled for 2024.
