The German Empire included 26 states, the largest of which was the Kingdom of Prussia . Some of these states gained independence during the disappearance of the Holy Roman Empire . Others formed as sovereign states after the Vienna Congress of 1815 . The territories of these administrative units were not always continuous and inextricable: such states as the Kingdom of Bavaria or the Principality of Oldenburg existed in several parts as a result of historical acquisitions or the separation of branches of the ruling family.
