The Main Traffic Safety Directorate of the Ministry of the Interior of the Russian Federation (the traffic police of the Ministry of the Interior of Russia) (also the State Traffic Safety Inspectorate - the traffic police , the State Traffic Inspectorate - the Traffic Police ) is an independent structural unit of the central office of the Ministry of Internal Affairs of the Russian Federation . The Ministry of Internal Affairs of the Ministry of Internal Affairs of the Russian Federation provides and implements the functions of the Ministry to develop proposals for the formation and implementation of the main directions of state policy, normative legal regulation in the field of road safety. The Main Department performs the functions of the federal management body of the State Traffic Safety Inspectorate (STSI) of the Ministry of Internal Affairs of the Russian Federation, who heads the State Traffic Police Inspectorate, and other functions in accordance with the regulatory legal acts of the Russian Federation and the Ministry of Internal Affairs of Russia.

At the regional and local levels, there are departments and departments of the State Traffic Inspectorate, which are part of the ministries, departments, departments of internal affairs of the territories, republics, regions, districts and other municipalities, and departmental subordinates of the OBDD.
The activity of the traffic police is regulated by the Decree of the President of Russia No. 711 of June 15, 1998 “On Additional Measures to Ensure Road Safety”.
History
On November 5, 1934, the Council of People's Commissars of the USSR decided to “organize, with DSTTrans, the State Automobile Inspectorate ( GAI ), which has its own bodies in the Union and autonomous republics, territories and regions of the Union, as well as in areas with a significant number of cars.” and the predatory attitude towards road transport in all departments and organizations of the USSR.
The state traffic inspectorate of the NKVD was established on July 3, 1936, when the Council of People's Commissars of the USSR approved Resolution No. 1182 “Regulations on the State Automobile Inspectorate of the Main Directorate of Workers 'and Peasants' Militia of the NKVD of the USSR ”. The main tasks of the traffic police was the fight against accidents, the development of technical standards for the operation of transport and its accounting, control of training and education of drivers.
Prior to the creation of the traffic police, the militia was involved in traffic control on the roads, which included an ORU , a traffic control department, whose task was only direct traffic control. GUNS was maintained as a separate unit until the 1950s. Until that time, the traffic control officers themselves were not part of the traffic police. By 1940, the traffic police systematized and summarized the rules of the road in one document. A uniform driver sample for the whole country was developed, as well as the rules for registration and technical inspection of vehicles. The traffic police were assigned the function of organizing traffic, justifying the installation of signs and marking, monitoring the technical condition of streets and roads.
During the Great Patriotic War , the traffic police were busy, above all, mobilizing vehicles. Many traffic police were called up for military service.
In the late 1960s - early 1970s, with the advent of new, mass models of passenger cars, in the structure of the traffic police there is a separate division for: traffic police, vehicle registration, inspection , traffic organization, examination actions for taking examinations drivers. The main function of the traffic police is still declared the fight against accidents.
In 1998, the traffic police was renamed the State Traffic Safety Inspectorate (State Traffic Safety Inspectorate), which, according to the initiators, more accurately reflected the essence of the inspectorate’s activities, and would leave the general public’s negative attitude towards it in the past. However, this name “did not stick”, and in 2002, the Decree of the President of the Russian Federation No. 711 of June 15, 1998 was amended, according to which the names of the traffic police and traffic police became equivalent [1] .
In 2011, during the reform of the Ministry of Internal Affairs, it was proposed to rename the traffic police to the traffic police [2] , but the agency retained its name.
Modernity
The tasks of the State Traffic Inspectorate are to ensure that enterprises and organizations of all forms of ownership, citizens comply with regulatory legal acts in the field of road safety, as well as preserve the life and health of citizens on the streets and highways of our country. The traffic police considers an important component of this work to be active propaganda of road safety, especially among children and young people.
In modern conditions, the State Traffic Inspectorate has set itself the task of raising the professional level of its employees. Traffic police officers are trained at the Faculty of Training Specialists of the State Traffic Safety Inspectorate at the Oryol Law Institute of the Ministry of Internal Affairs of Russia named after V. V. Lukyanov, Department of Administrative Activity and Organization of Traffic Police Activities at the Krasnodar University of the Ministry of Internal Affairs of Russia, Faculty No. 6 of the St. Petersburg University of the Ministry of Internal Affairs of Russia.
The training of traffic police officers was organized on the basis of the All-Russian Institute of Advanced Training for the Officers of the Ministry of Internal Affairs of the Russian Federation and its branches, St. Petersburg University of the Ministry of Internal Affairs of Russia, Tyumen Institute of Advanced Training for Officers of the Ministry of Internal Affairs of the Russian Federation [3] [4] .

Organization Structure
The Main Directorate for Road Safety of the Ministry of the Interior of the Russian Federation coordinates the state policy in the field of road safety, directs the traffic police authorities for the regions of Russia.
The authorities of the State Automobile Inspectorate for the subjects of Russia coordinate, manage, and manage the activities of the State Automobile Inspectorate units in the region.
Territorial divisions of traffic police, as a rule, are part of the territorial bodies of internal affairs at the district level. These units are charged with performing the functions of traffic police in the territory of the service being served:

- Technical control service . Organization of control of the technical condition of vehicles. Monitoring compliance with motor and other enterprises and organizations of regulations in terms of the technical condition of vehicles in use.
- Registration and examination units. Execution of state services for the examination of the right to drive vehicles and issue driver's licenses, registration of motor vehicles and trailers for them.
- Divisions of search of motor transport . Carry out a search for stolen, stolen and hiding from the scene of a traffic accident.
- Traffic Safety Propaganda Service. Engaged in campaigning, promotional activities aimed at preventing traffic accidents, increasing credibility and confidence among the general public in the work of traffic police. In addition, conducts outreach work among children, parents, teachers in all educational institutions, regardless of the form of ownership, as well as among the population as a whole. - Centers for automated photo-recording of administrative offenses in the field of road traffic (TSAFAP HLA traffic police). Carry out the processing of data on traffic violations, identified by special technical means of photo and video recordings, working in automatic mode. They make administrative decisions on such violations, control their execution, including performing the functions of IAP units (Enforcement of Administrative Legislation).
- Regional departments of information support of traffic police (ROIO traffic police). Provide traffic police units and other interested state authorities with information contained in the traffic police information records and the Ministry of Interior in general.
Strength
According to the data for autumn 2017, 55 thousand people worked in the traffic police.
According to the Decree of the President of Russia of December 31, 2017, the number of employees of the Ministry of Internal Affairs in 2018 should be reduced by 10 thousand people. In execution of the Decree, an internal order of the Ministry of Internal Affairs was signed, according to which only traffic police officers are reduced. Thus, in 2018 the number of traffic police should be 45 thousand people [7] [8]
