History
On April 25, 1989, the Charter of the Bank was assigned by the Board of the USSR State Bank No. 84. Dalkombank became the first commercial bank in the Far East.
Its founders included [2] :

- Oil refinery named after Ordzhonikidze
- Collection Office of the Khabarovsk Territory
- Factory "Dalenergomash"
- Office of the Sberbank of the USSR in the Khabarovsk Territory
- Association "Industrial Gold"

From 1994 to 2000, he was an authorized bank of the Administration of the Khabarovsk Territory for the execution of the regional budget. In 1997, Dalcombank merged with another regional bank - HACO Bank. Since 2006, he has been servicing funds allocated to young families for the purchase of housing under the subprogram “Housing for Young Families” of the federal target program “Housing”.
In 2007, he acted as an intermediary in transferring money from North Korean accounts, from Banco Delta Asia to Macau through the Federal Reserve System and the Central Bank of the Russian Federation in the DPRK. On June 25, 2007, these funds were credited to the DPRK Foreign Trade Bank.
Since May 2009, Dalcombank became the official agent for the restructuring of the Agency for the Restructuring of Mortgage Housing Loans OJSC in the Far Eastern Federal District as part of the state support program for borrowers who find themselves in a difficult life situation.
Since March 2010, Dalkombank participated in the program of the Government of the Khabarovsk Territory to modernize the regional machine-building complex, in particular, in identifying strategically important and promising projects for the economy of the Khabarovsk Territory to develop the machine-building complex, and also provided financial support for the program.
Owners and management
Dalcombank was a member of AFK Sistema banking group (along with Moscow Bank for Reconstruction and Development and East-West United Bank). In August 2007, the corporation acquired a 20% stake in Dalkombank OJSC, bringing its stake to 48.16% in October 2007, and in January 2008, as a result of a public offer put up for Dalkombank shareholders, to 98.65%. On August 14, 2008, AFK Sistema increased its stake in Dalcombank from 98.65% to 100%. In February 2009, Dalcombank shares were transferred to a subsidiary of AFK Sistema - Moscow Bank for Reconstruction and Development [3] .
From the moment of its foundation until November 2010, the president and chairman of the bank was Andrei Shlyakhova . Since November, he headed the Moscow Bank for Reconstruction and Development , retaining the overall strategic management of Dalkombank as chairman of the board of directors.
April 28, 2011, Andrei Kuleshov was appointed Chairman of the Board of Dalkombank.
Activities
In 2010, the bank's branch network was represented by 73 divisions [4] in 35 settlements of eight constituent entities of the Russian Federation: Amur, Irkutsk, Sakhalin regions, the Jewish Autonomous Region, Primorsky, Khabarovsk, Zabaykalsky territories and the Republic of Sakha (Yakutia). As of January 1, 2011, the number of ATMs installed by the bank was 197 [5] .
As of January 1, 2009, the number of plastic cards issued by the bank amounted to more than 274 thousand [6] . In 2009, the bank issued loans to individuals in the amount of 5.98 billion rubles, and in 2008 - 6.28 billion rubles [7] .
