Administrative-territorial division of the Udmurt Republic - a territorial organization, which is a combination of the administrative-territorial units available in the Udmurt Republic, is determined by Article 29 of the Constitution of the Republic [1] and the Law of the Udmurt Republic "On the administrative-territorial structure of the Udmurt Republic" [2] .
The territory of the Udmurt Republic is integral, uniform and is an integral part of the territory of the Russian Federation . The territory and borders of the Udmurt Republic cannot be changed without the consent of the people of the Udmurt Republic, expressed by referendum [2] .
Cities of republican significance (urban districts): 26. Izhevsk, 27. Votkinsk, 28. Glazov, 29. Mozhga, 30. Sarapul.

Administrative-territorial structure
According to the Constitution of Udmurtia and the Law "On the administrative-territorial structure of the Udmurt Republic", the subject of the Russian Federation includes the following administrative-territorial units : [3] [4]
- 5 cities of republican significance ( Izhevsk , Votkinsk , Glazov , Mozhga , Sarapul ),
- 25 districts , including:
- village councils, city councils and cities of regional significance
The capital is the city of Izhevsk .
Municipal structure
In the framework of the municipal structure of the republic, within the boundaries of the administrative-territorial units of Udmurtia, by January 1, 2017, a total of 333 municipalities were formed : [5]
- 5 city districts ( Izhevsk , Votkinsk , Glazov , Mozhga , Sarapul ),
- 25 municipal areas , including
- 302 rural settlements ,
- 1 urban settlement ( Kambarskoe ).

History
Modern Udmurtia leads its statehood from the Votskaya AO formed in 1920 . The first administrative-territorial division of the region was determined in 1921, autonomy was divided into 5 counties [16] . In 1929, zoning was carried out, the district-volost administrative-territorial structure was replaced with a district structure, 21 district was formed.
In 1932, the Votka Autonomous Oblast was renamed the Udmurt Autonomous Okrug and in the same year 3 districts were liquidated [17] . In 1934, the Udmurt Autonomous Region was transformed within its existing borders into the Udmurt Autonomous Soviet Socialist Republic . In 1935-1937, due to the disaggregation of existing ones, 13 new districts were additionally formed. In 1938-1939, another 6 districts were transferred from the Kirov region to the Udmurt Autonomous Soviet Socialist Republic. In total, as a result of the reforms of 1935-1939, the number of districts increased from 18 to 37 [18] . In 1956 , as a result of enlargement, 8 districts were liquidated. In 1963 , as a result of another reform, the republic was divided into industrial and rural areas. But already in 1965-1967 there was a return to the old territorial structure. Subsequently, in 1970-1990, the boundaries of the regions changed insignificantly [19] .
In 2004 - 2005, a reform of local self-government was carried out in Udmurtia, within the framework of which administrative districts and cities of republican subordination were given the status of municipal districts and urban districts .
