The army commissioner of the 1st rank is the highest military rank in the Red Army and the Navy of the USSR for the military-political staff. Until May 7, 1940, it corresponded to the general rank of the commander of the 1st rank and the naval rank of the flagship of the fleet of the 1st rank . After the introduction of the general and admiral ranks on May 7, 1940, there was no exact match with the general and naval ranks of the commanding officers.
The previous military rank is Army Commissar 2nd Rank .

History
Introduced by the Resolution of the CEC of the USSR and the Council of People's Commissars of the USSR of 22.09 . 1935 " On the introduction of personal military ranks of the commanding personnel of the Red Army ". In November 1942, special military ranks were abolished, and corresponding general military ranks were assigned to them by servicemen. It is usually assumed that the military rank of the army commissioner of the 1st rank corresponded to the rank of army general , but with re-certification then the only army commissioner of the 1st rank Shchadenko received the military rank of colonel-general .

Insignia
The insignia of the 1st rank army commissar in the army, aviation and navy are the same as those of the 1st rank commander - differing only by trimming the buttonholes, instead of the commanding golden one - black, like in other political workers , as well as among junior command personnel and Red Army men , and had four rhombus in buttonholes and a star .
