In 1993 he participated in the creation of the electoral bloc "Russia's Choice". In 1995 - a member of the leadership of the electoral bloc "Common cause". Then he was a member of the federal council of the All-Russian movement "Civil Solidarity". As the leader of the Living Ring Alliance, he participated in the creation of the Union of Right Forces in 1999 .

Since 2002 - Member of the Presidium of the Political Council of the Russian Constitutional Democratic Party, among the founders of which was the Living Ring Union. She ran on her list in the State Duma elections in 2003 .
