Emergency Commissioner

An emergency commissioner (from Fr. commissaire d'avaries ) or a dispenser (in maritime law ) is a natural or legal person whose services insurers use to protect their interests in the event of an insured event . The insurer appoints an emergency commissioner both domestically and abroad.

The emergency commissioner [1] acts in strict accordance with the instructions of the insurer: conducts inspection of the insured property, establishes the nature, causes and amount of damage suffered. At the direction of the insurer, he can deal with the sale of damaged property, search for missing goods, collect information about the local insurance market .

In Russia, various services of emergency commissioners (so often called - not quite correctly - insurance technical assistance companies) are widely used after the introduction of OSAGO in 2003 . Among the oldest and most famous are LAT [2] , RAT [3] and Malakut Assistance [4] .
