Proceedings of the Law School in Harbin

The Bulletin of the Law School in Harbin was the name of the main publication of the eastern branch of the Russian emigration , which reflected the views of scientists on international law.

During its existence, 12 volumes of Izvestia were issued. They came out not quite regularly, depending not on the availability of scientific material, in which, generally speaking, the faculty never had a shortage, but depending on the available funds. The first volume was published only in 1925, by the end of 1928 8 volumes had already been printed, and over the next ten years only the last four volumes were published. The faculty developed the most intensive publishing activity during its heyday, in 1925-1928.

There was no permanent editor . The board of professors elected the editor of a volume. Most volumes were edited by G.K. Gins and N.V. Ustryalov .

Usually, Izvestia was printed on faculty funds. However, after the transfer of the faculty in 1929 to the Chinese administration, Izvestia was printed at the expense of faculty professors, authors, income from commercial announcements, donations from private individuals, etc. For example, the publication of the tenth volume was paid for by the authors of the articles placed in it.

“When the faculty started publishing the first Izvestia volume in 1925, not a single printing house in the city had experience with publishing scientific books, with notes, links to foreign sources, or a variety of fonts in the text. Printing was fraught with great mechanical difficulties. The faculty paved the way for a scientific book and now any research can be printed in the city of Harbin, ”concluded N. P. Avtonomov.

Each of the 12 very voluminous volumes (248–384 pp.) Contained the thoughts of foreign lawyers on various problems of international law.
