Biography
Born on January 8 (20), 1897 [1] in Dvinsk (now Latvia ) [2] in the Jewish family of a second-hand book dealer [3] . In 1910 he graduated from school in Dvinsk, since 1911 he worked as an electrician.
In 1915 he joined the RSDLP (b) [2] . He led party work in Dvinsk and Kharkov. In December 1915 (January 1916 BC) he was arrested and exiled to the Irkutsk province [2] for 3 years. Released by the February Revolution , on March 6 (19), 1917, amnestied [2] .
From April 1917 - agitator in the Narva District Committee of the RSDLP (b) of Petrograd; in 1917-1918 - an agitator, then the organizer and chief of staff of the Red Guard in Kremenchug [2] .
In the years 1918-1920 - at underground work in Ukraine: chairman of the Volynsky (1918-1919) and Kiev (12.1919-1920) party provincial committees. He participated in the organization of partisan detachments. In April - September 1920 - Secretary of the Yekaterinoslav Provincial Committee of the Communist Party (b) of Ukraine. In 1920, he worked as an electrician in Kharkov [2] .
From December 1920 to March 1921 - Executive Secretary of the Yekaterinoslav Provincial Committee of the Communist Party (b) of Ukraine, after which he headed the Organizational Department of the Central Committee of the Communist Party (b) of Ukraine [2] [4] . Since August 1923 - Executive Secretary of the Gomel Provincial Committee of the RCP (B), since December 1925 - Executive Secretary of the Ryazan Provincial Committee [2] .
From September 1928, during the year, he studied at the courses of Marxism-Leninism at the Central Executive Committee of the USSR , then he was deputy head of the organizational distribution department of the Central Committee of the All-Union Communist Party of Bolsheviks (1929-1930) [2] .
From January 1931 he worked in the People’s Commissariat for Procurement of the USSR (from 1934 - People’s Commissariat of Industry of the USSR ): head of the Personnel Sector (until September 1932), head of the Main Directorate for Alcohol and Spirits (September 1932 - July 1937), Deputy People's Commissariat (since July 1937). In 1931-1934 he was a member of the board of the People’s Commissariat. Since January 19, 1938 - Commissar of the food industry of the USSR [2] [4] .
He was elected as a delegate to the XIII (1924) [5] , XIV (1925) [6] and XV (1926) [7] party conferences; XII (1923) [8] , XIII (1924) [9] , XIV (1925) [10] , XV (1927) [11] and XVI (1930) [12] congresses of the RCP (b) / CPSU (b) .
A candidate member of the Central Executive Committee of the USSR of the 3rd convocation [4] [13] , a member of the Central Executive Committee of the USSR of the 7th [13] and 13th (1927-1929, from the Ryazan province) [14] .
Member of the Council of the Union of the Supreme Soviet of the USSR I convocation (since 1937, from the Oryol region) [15] .
June 24, 1938 was arrested [2] [3] ; August 7, 1938 officially removed from the post of People's Commissar [2] .
On February 26, 1939, the Military Collegium of the Supreme Court of the USSR was sentenced to capital punishment on charges of espionage, sabotage and participation in a counter-revolutionary organization ( Articles 58-1 "a", 58-7, 58-8, 58-11 of the Criminal Code of the RSFSR ) shot the same day [3] [4] . He was buried at the Don cemetery (grave 1) [3] .
Rehabilitated on April 2, 1955 by the definition of the Military Collegium of the Supreme Court of the USSR [3] [4] .
Rewards
Order of Lenin (1.8.1936) - for overfulfillment of the annual state plan of 1935 by the food industry, as well as for successfully carried out work to improve the quality of products by enterprises of the People’s Commissariat of the Food Industry [2] .
