History of the Monument
In 2001, an initiative group was erected to erect the monument (A. Alekaev (White Warriors project manager), Peresvet-Invest Investment and Realtor Company). For two years of work, the initiative group received the Resolution of the Administration of the city of Salsk and the Salsky district on the installation of a monument near the place of the death of the general on June 25, 1918 in Salsk (at that time it was called Torgovaya station), which until 1920 was called the city of Markov.

It all started with my acquaintance with A.N. Alekaev, a Russian entrepreneur who turned to me with a proposal to make a small sculpture of General Markov for him. He also owns the idea of ββcreating the monument itself. At first, the idea seemed completely unrealistic to me - it was more than two years ago. And although at that time I already had quite a lot of experience in installing monuments, the idea did not seem to me at first feasible. Initially, I was not deeply devoted to the topic of the White movement, to the history of the civil war, but thanks to the activities of A. N. Alekaev, I studied this issue quite well. A large role in this was played by the publication in the Posev publishing house in the White Warriors series of a book about General Markov. The members of the editorial board of the White Guard almanac gave me serious advice when working on the monument.
The project was supported by the Administration of the President of the Russian Federation represented by the Advisor on Cossacks G. N. Troshev , the Russian Foreign Ministry represented by Deputy Minister A. L. Fedotov and the Russian Ambassador to France A. A. Avdeev, the Russian Ministry of Defense represented by the Commander of the Strategic Missile Forces Colonel General Solovtsova N.E., Administration of the Rostov Region represented by Governor V.F. Chub and his deputies I.A. Stanislavov and V.P. Vodolatsky (ataman of the military Cossack society "The Great Don Army"). The project received the blessing of the Archbishop of Rostov and Novocherkassk Panteleimon.
Initially, it was planned to erect it in Rostov-on-Don near the building where the headquarters of the Volunteer Army met in 1918, from where its organizers generals L. G. Kornilov and M. V. Alekseev began the famous β Ice Campaign β.
However, after a meeting of the city interdepartmental commission on the names of streets, squares and other socially significant places, as well as a meeting in the Ministry of Culture of the Rostov Region, it was decided to erect a monument in the city of Salsk. In the Rostov region, television conducted a survey of citizens in order to clarify the reaction to the installation of a monument in the region. Most of the respondents reacted positively to this project.
Funding was provided through voluntary contributions from Russians and cash from Peresvet-Invest.
Monument Opening
The opening of the monument took place on December 13, 2003 and was timed to coincide with the 85th anniversary of the death of S. L. Markov . The Deputy Governor of the Rostov Region, Ataman of the Donskoy Great Army V.P. Vodolatsky, Chairman of the Committee for Relations with the Cossacks of the Legislative Assembly of the Rostov Region N.V. Shevchenko, and other officials participated in the grand opening of the monument. A descendant of Russian princes A. A. Trubetskoy arrived from France to Salsk.
