Biography
Ukrainian. Born in the family of Hero of the Soviet Union M.K. Volkov . From 1964 to 1967 he worked as a repairman at the Kiev Central Post Office. From 1967 to 1972 he studied at the Faculty of Technology of the Kiev Trade and Economic Institute . In 1972-1973 he served in a separate economic company of the USSR Ministry of Defense , was the personal cook of Marshal G.K. Zhukov . After the army, he worked for 16 years in the agricultural system .
In 1989 , as the director of a fruit processing plant in the Radyansky district of Kiev , Volkov created the Decor production cooperative . In 1991, he created and headed the VGV Production and Commercial Association, on the basis of which the VAM Production Association was organized. In the early 1990s, several joint ventures became a co-founder: Ukrainian- French BTA (“World Trade Agency”), Belgian- Ukrainian Belur, and Ukrainian- Hungarian - Dutch Subita. At the end of 1992, Volkov and his business partner Victor Gerasimov created the television company Gravis.
In 1993, Volkov joined the board of the Ukrainian Union of Industrialists and Entrepreneurs and the Council of Manufacturers and Entrepreneurs under the Prime Minister of Ukraine Leonid Kuchma . From July 1994 to September 1998 he was an assistant to the President of Ukraine Kuchma. In 1995, together with Vadim Rabinovich, he organized the Ukraine-Israel Chamber of Commerce and Industry (and the 1 + 1 TV channel , also became a member of the supervisory board of the Fund for the Promotion of the Economy of Ukraine ( USA )).
In March 1998, he ran for the Verkhovna Rada of Ukraine from the "Block of Democratic Parties - Democracy, Economics, Order" (No. 7 on the list), but to no avail. In September 1998, he won early elections in the 208th ( Kozeletsky ) constituency of the Chernihiv region . From the same month, he was appointed Advisor to the President of Ukraine, served as Deputy Chairman of the Coordinating Council for Local Self-Government and Deputy Chairman of the Coordinating Committee for Domestic Policy under the President of Ukraine. In parliament, he was a member of the Committee on Health, Maternal and Child Health (February 1999 – February 2000 ) and the Committee on Legislative Support for Law Enforcement Activities (since February 2000). In 1999, he participated in the creation of the deputy group “Revival of Regions” and the party “Democratic Union”. In the 1999 elections, one of the leaders of the election campaign of Leonid Kuchma.
In February 2000, Volkov headed the parliamentary group “Revival of the Regions”. in December of the same year he was elected head of the Council of the DemSoyuz party. In April 2001 he became chairman of the parliamentary faction of the Democratic Union Party. However, already in December 2001 Volkov announced the resignation of the party leader. In March 2002, Volkov won reelection in District No. 208 as a candidate for the Democratic Party of Ukraine - Democratic Union Party bloc, gaining 35.82% of the vote. At the same time, in the multi-member nationwide district, the Volkov bloc managed to collect only 0.88%. In May 2002, Alexander Mikhailovich joined the United Ukraine party, in June he was included in the Committee on Environmental Policy, Environmental Management and the Aftermath of the Chernobyl Accident, in October he joined the Social Democratic Party of Ukraine (united) . In 2002, he received his second higher education, graduating from the Law Faculty of the Academy of State Tax Service of Ukraine.
Now the president of the Institute for Political Analysis and Social Forecasting. Since 2000 - Vice President of the Football Federation of Ukraine , Vice President of FC Dynamo (Kiev) . An amateur and promoter of sports hunting , owns 30 hunting rifles with a total value of about $ 200 thousand, he shot the so-called large and small African five, total shot 37 African animals [1] .

Scandals
A.M. Volkov was suspected of having connections with criminals. For example, it was argued that Volodymyr Karpovich Kisel, the Kiev criminal authority Kisel, was tried five times for serious crimes, which Alexander Mikhailovich allegedly met in childhood, had a very strong influence on Volkov. It was also alleged that on March 16, 1970 Volkov was recruited by a certain operative of the Criminal Investigation Department of Kiev (personal file No. 270400, pseudonym “Mikhailov”). Volkov’s close ties with law enforcement officials were reported. In particular, he allegedly convinced President Kuchma to sign a decree on conferring the general rank to the head of the Veligosha security department.
According to the parliamentary commission, Volkov acquired his first real estate abroad in Belgium after he convinced L. D. Kuchma and E. L. Zvyagilsky in September 1993 to allow JV “Subito”, headed by Volkov, to purchase currency at the rate of the National Bank Ukraine, which was noticeably lower than the commercial rate. In the same 1993, Volkov met the notorious Boris Birshtein, the head of the Siabeko company.
In October 1999, a group of deputies of the Verkhovna Rada appealed to President Kuchma. In it, in particular, it was reported:
“The members of the Provisional Investigation Commission of the Supreme Council of Ukraine and the judiciary of the Kingdom of Belgium, in particular, established that the former assistant to the President of Ukraine (now his adviser), People's Deputy of Ukraine Volkov A. M., using their official position during 1994-1997 , both personally and with his wife and other citizens of Ukraine (Yuri Nazarenko, Viktor Lastovitsky) was engaged in illegal financial and commercial activities and money laundering outside Ukraine. Namely: he founded and registered various commercial companies, including in offshore zones, opened and used personal foreign currency accounts in foreign banks, as well as accounts for commercial structures in which he was the founder, and covered up foreign currency earnings on these accounts large sizes. The investigation established that from 1993 to 1997, funds of almost 16 million US dollars and 8 million Belgian francs were received into the personal accounts of Volkov A. M. and the accounts of his companies in Belgian banks ... ”
The appeal also said that the Belgian judicial authorities on March 18, 1999 arrested all personal accounts of A. Volkov and the accounts of his firms held in Belgian banks, as he was seriously charged with “laundering” money of people's deputies G. Omelchenko and A. Ermak .
On January 20, 2000, the British newspaper Financial Times , citing diplomatic sources, reported that the United States proposed that President Kuchma of Ukraine exclude the influence of three sponsors of his election campaign, in particular, Alexander Volkov, on political decision-making [3] .
