Lenin Communist Union of Youth of the Russian Federation

The Leninist Communist Youth Union of the Russian Federation (LKSM RF) (until February 2011, it was called “SCM RF” Union of Communist Youth of the Russian Federation) is an all-Russian public youth communist organization positioning itself as the heir of the Komsomol in the Russian Federation . It is part of ISCED-VLKSM , the union of Komsomol organizations of the countries of the former USSR .

In the period from 2004 to 2013, the duties of the first secretary of the Central Committee of the Komsomol of the Russian Federation was performed by State Duma Deputy Yury Vyacheslavovich Afonin .

After that, at the VI Plenum of the Central Committee of the Komsomol of the Russian Federation, held on June 7, 2013, Anatoly Dolgachev was elected the new head of the Leninsky Komsomol; then held this position until June 2016.

But at the XV Plenum of the Central Committee of the Komsomol of the Russian Federation, held on June 23, 2016 in the Moscow region, the leadership changed again: the Plenum granted Anatoly Dolgachev's request to release him from his post in connection with his transfer to party work (Dolgachev became the first secretary of the Primorsky Regional Committee of the Communist Party of the Russian Federation); Vladimir Isakov was elected the first secretary of the Central Committee of the Komsomol of the Russian Federation [1] .

History

VLKSM

The Leninist Communist Youth Union of the Russian Federation was established in 1999 by the Komsomol organization, one of the legal successors established on October 29, 1918 at the 1st All-Russian Congress of Workers' and Peasant Youth Unions of the Komsomol (the original name of the Russian Communist Youth Union (RKSM), from 1924 - RLXM, 1926 - VLKSM).

ISCED-VLKSM

In September 1991, the 22nd Extraordinary Congress of the All-Union Leninist Young Communist League considered the political role of the All-Union Leninist Young Communist League as the federation of the communist youth unions exhausted and declared the organization self-dissolving. However, in January 1993, the Komsomol was recreated by activists of the former youth movement.

The headquarters of ISCED-VLKSM resides in Moscow. At the congress, cardinal changes were made to the Charter and the Komsomol Program, as well as other regulatory documents were adopted.

Today, the goal of ISCED-VLKSM is to coordinate actions and help republican Komsomol organizations to achieve their program objectives. ISCED-VLKSM also performs a representative function at the international level - the participation of Komsomol members in world forums, congresses, etc.

Komsomol of the Russian Federation occupies one of the most significant positions in ISCED-VLKSM .

SCM RF

SCM stood out on the basis of the RKSM part that most sympathized with the CPRF, as well as its youth section. The founding congress of the SCM RF was held on February 20, 1999 [2] (according to other data, May 29, 1999) [3] . At that time, the SCM RF was one of the most numerous youth organizations of the entire political spectrum in Russia with an extensive network of regional and city branches.

February 22, 2003 - III SCM RF Congress. [5] The Charter was adopted in the wording of the III Congress.

In 2004, an internal conflict in the CPRF caused a split in the ranks of the SCM RF, which resulted in the existence of two organizations: SCM under the leadership of Yuri Afonin , who supported the CPRF course, and an independent SCM RF led by Zhukov.

LKSM RF

At the V congress on February 5, 2011, the SCM RF was renamed, with the consent of the living relatives of Vladimir Ilyich , into the Leninist Communist Youth Union of the Russian Federation (LKSM RF) [6] .

February 10, 2018, the VI Congress of the Young Communist Youth of the Russian Federation was held. The Congress adopted amendments to the Charter, the Program of the Komsomol of the Russian Federation, the new composition of the Central Committee of the Youth of the Russian Federation and the Central Committee of the Russian Federation of Youth and Youth.

Vladimir Isakov was elected the first secretary of the Lenin Komsomol at the I (Organizational) Plenum of the Central Committee of the Komsomol of the Russian Federation [7] .

LKSM RF today

According to the Charter of the Komsomol of the Russian Federation with amendments adopted at the V Congress (February 5, 2011), the Leninist Communist Youth Union is an all-Russian public organization that is not legally dependent on any political parties, but supports the ideas of the Communist Party of the Russian Federation . Also, members of the Komsomol of the Russian Federation are not entitled to belong to any political parties, with the exception of the Communist Party of the Russian Federation .

The highest governing body of the Komsomol of the Russian Federation is the Congress, convened at least once every four years.

The permanent governing body of the Komsomol of the Russian Federation is the Central Committee of the Komsomol of the Russian Federation.

The basis of the Komsomol of the Russian Federation are the primary associations of the Komsomol of the Russian Federation, whose governing body is the general meeting. They are created on a territorial basis, that is, at the place of residence, study or work.

A citizen aged from 14 to 35 years can be accepted as a member of the Komsomol of the Russian Federation. Only citizens who have reached the age of 16 are elected to the governing bodies of the Komsomol of the Russian Federation.

The regional network includes 80 regional organizations.

The Komsomol of the Russian Federation pays special attention to the anti-globalization movement, street demonstrations, demonstrations and various kinds of protest actions.

In 2015, 2016, 2017 and 2018, the delegation of the Leninist Komsomol took an active part in the All-Russian educational forum "Territory of meanings on Klyazma" [8]

From 14 to 22 October 2017, the XIX World Festival of Youth and Students was held in the city of Sochi. Representatives of the Komsomol of the Russian Federation at all levels joined the preparatory committees, conducting active work in them. [9]
