The 39th USSR Cup was held in February-August 1980. The Cup winner for the third time was Shakhtar Donetsk , who defeated Dynamo Tbilisi in the final of the previous Cup winner. In this draw, at the first stage, in one zone in eight zones consisting of 6 clubs (except zone 8, consisting of 5 clubs), one-round tournaments were held. The two best teams in each zone (in zone 8 — only the winner) and the previous Cup winner met in the 1/8 finals. All stages were played in one match.
Matches of the zonal stages were held from February 25 to March 10 in the southern republics of the USSR: the Uzbek SSR ( Fergana , Samarkand , Krasnogvardeisk , Ishtykhan , Bektemir ), the Transcarpathian region of the Ukrainian SSR ( Uzhgorod , Mukachevo , Svalyava , Vinogradov ), the Georgian SSR ( Tbilisi , Rustavi ) , The Azerbaijan SSR ( Baku , Sumgait , the village of Stepan Razin , Buzovna settlement), the Armenian SSR ( Yerevan , Artashat , Etchmiadzin ), the Tajik SSR ( Dushanbe , Nurek , Kurgan-Tyube ) and the Krasnodar Territory of the RSFSR ( Sochi ).
