Geographical position
The village of Savintsy is located at the confluence of the Savinka River and the Seversky Donets River , near a pine forest.
Settlements Savintsy , Dovgalevka , Rakovka and Morozovka are adjacent to each other.
History
The territory, where the village of Savintsy is now located, has been inhabited since ancient times. Archaeologists have identified here 8 settlements and sites of the Neolithic era, the burial of the ancient Yaman (III millennium BC. E.), Catacomb (II millennium BC. E.) and Srubna (I millennium BC. E.) Monuments of the Salt-Mayak culture (VIII-IX centuries A.D.), stone nomadic sculptures - women (X-XI centuries A.D.) and Golden Horde coins of the XIV-XV centuries A.N. e. [2] .
The settlement arose in 1671 [3] , this year, Savinskaya Sloboda, surrounded by an earthen rampart, was founded at a river ford on the site of a guard post. 100 settlers settled here, led by the centurion G. Mogilka, who fled from the feudal oppression of the Polish gentry from the Right-Bank of Ukraine. Sloboda Savintsy was the center of hundreds in the Kharkov regiment [2] .
In the summer of 1678, during the raid of the Crimean Tatars, the settlement was burned, but later restored and in 1685 - transferred to the Izyum regiment [2] .
Tatar raids were repeated in 1688 and 1697 [2] .
In 1732, there were 129 yards and 494 inhabitants in Savintsy, but the Tatar raid of 1736 and the plague epidemic led to a sharp decrease in the population of the settlement. To attract new servants, the tsarist government granted the immigrants a number of privileges. They were exempted for 10-15 years from all taxes and from "distant regimental service", they could trade duty free [2] .
In 1765, the Cossacks were transferred to the category of military inhabitants and taxed with a poll tax [2] . In the same year, the village of Savintsy became part of the Izyum commissioner of the Izyum province of the Sloboda-Ukrainian province.
In 1773, 2543 inhabitants lived in Savintsy, including 2116 military inhabitants and 380 subjects.
In 1780, the village of Savintsa became part of the Izyumsky district of Kharkov governorship, in 1796 it became the volost center of the Izyumsky district of the Sloboda-Ukrainian (from 1835 - Kharkov) province.
In the 1840s, a parish school was opened here [2] .
In 1857, military settlements were abolished and transferred to the Ministry of State Property , military inhabitants were transferred to the category of state peasants.
By the beginning of the 20th century, 4,340 people lived in Savintsy, there were 2 churches, a parish school, a zemstvo medical center and several trading shops, bazaars and fairs were regularly held here [4] .
In 1910 - 1914, a railway and railway stations Shebelinka, Balakleya, Savintsy were built.
In 1915 - 1917 - G.K. Zhukov served in the city of Balakliya and the village of Savintsy.

During the Civil War, power changed several times: in January 1918, Soviet power was established here, in April 1918 the Savins were occupied by Austro-German troops , after which from April 29 to December 14, 1918 the village was part of the Ukrainian state ). In December 1918, part of the Red Army was liberated by the Savintsy, in June 1919, the military units of the All-Union Socialist Republic of Sudan entered the village, and on December 21, 1919, Soviet power was restored [2] .
In 1923, the Savintsy became a district center [2] .
In the years 1924-1925. a water mill and a brewery were restored here, in 1926, in accordance with the GOELRO plan, the village was electrified [2] .
In the 1930s, a brick factory, the Savinskaya MTS , a dairy, an incubator-poultry station were built here [2] .
After the start of World War II , a fighter battalion was formed from the villagers, in September 1941 -two partisan detachments , with the approach of the front line here began the construction of defensive positions. On December 11, 1941, the Savinians were occupied by German troops , on January 10, 1942, the Soviet troops recaptured the village, but on June 23, 1942 the Germans again captured the village, which was liberated on February 10, 1943 . During the retreat, German troops almost completely destroyed the Savintsy in accordance with the “scorched earth” tactics - the power station, 618 residential buildings, a radio center, a printing house, four schools, a club and a hospital were destroyed and burned (total damage amounted to 17.84 million rubles ) [2 ] .
In 1959, Savintsy became an urban-type settlement [3] , the population in 1959 was 6 743 people [5] .
In 1974, the population was 8.3 thousand people, there was a sugar factory and a feed mill [6] .
In 1983, the population was 5.7 thousand people, there was a sugar factory, a feed mill, a brick factory, a bakery, a food and taste factory, a vegetable factory, Balakliya agricultural machinery, consumer services, a vocational school, three secondary schools, a music school , hospital, House of Culture and 5 libraries [3] .
In January 1989, the population was 5829 people [7] .
In the 1980s, the construction of a meat processing plant began in Savintsy, but after the declaration of independence of Ukraine, construction was stopped, and in September 1993 the Cabinet of Ministers of Ukraine decided to sell the enterprise [8] .
According to the 2001 census, the population was 5571 people , as of January 1, 2013 - 5154 people [9] .
In 2003, the Balakliya Inter-farm Feed Mill located in Savintsy was declared bankrupt [10] [11] .
