Valery Nikolaevich Ochirov (born March 22, 1951 , Aralsulfat , Kzyl-Orda Oblast , Kazakh SSR , USSR ) is the chief consultant to the Minister of the Interior of the Russian Federation, Lieutenant General , Hero of the Soviet Union .

Biography
Born on March 22, 1951 in the urban-type settlement Aralsulfat of the Aral region of the Kzyl-Orda region of the Kazakh SSR in a Kalmyk and Russian family.
In 1963, the Ochirov family moved to Elista . After graduating from high school, Elista worked as a car repairman.
Education
He graduated from the Syzran Higher Military Aviation School of Pilots in 1974 , [1] Military-Political Academy. Lenin in 1985 , the Academy of the General Staff of the USSR Armed Forces in 1991 .
Military Service
In military service since 1969 .
He served in military aviation in various command posts up to the first deputy commander of aviation of the Russian land forces, mastered 10 types of aircraft.
He took part in the hostilities in Afghanistan ( 1980 - 1981 , 1984 - 1985 ), made 867 sorties.
February 21, 1985 awarded the title Hero of the Soviet Union .
Political Activities
From 1989 to 1991 - People's Deputy of the USSR from the University National-Territorial Electoral District No. 548 of the Kalmyk Autonomous Soviet Socialist Republic, Deputy Chairman of the Committee of the Supreme Council for Defense and Security, participated in the development of the SALT-1 Treaty (1991). He took part in ensuring the entry of peacekeeping troops into the zone of the Georgian-Abkhaz conflict (1992-1993), in organizing the support of the UN mission in Angola and Cambodia (1993-1994).
In 1993, he worked as deputy chairman of the Interim Administration for the Elimination of the Consequences of the Ossetian-Ingush Conflict .
In April 1993, he ran for president of Kalmykia , took second place.
From 1994 to 1996 - Deputy Head of the Main Control Directorate of the President of the Russian Federation.
Since March 1997, he has been the chief consultant to the Minister of Internal Affairs of the Russian Federation on issues of interaction with customs authorities, the tax police, the tax service and the Foreign Exchange Control Committee.
