Barter exchange - a platform for an organized search for counterparties for barter transactions. It is usually implemented in the form of a specialized site, the system of which provides an automatic search for options for exchanging goods and services , taking into account expressed wishes.
Such sites may not be legally registered exchanges , since barter transactions are not typical exchange transactions, and the offered for exchange (the most popular office equipment and building materials) are not typical exchange goods.
The main function of the barter exchange is mediation in the search for counterparties, including for multilateral transactions. This makes it possible to exchange goods without the use of money , which is especially important in the context of the economic crisis , lack of working capital and inaccessibility of lending.
Weaknesses
The disadvantages can be divided into two groups.
- Associated directly with the barter exchange:
- Compared with a regular exchange, there is legal insecurity for participants.
- Exchanges themselves are usually commercial enterprises, their counterparty selection services may be paid.
- All the problems associated with any barter transaction remain:
- There may be problems with taxation. For example, when paying salaries in kind, the question of salary taxes and fees is sharply raised (the unified social tax in Russia has been canceled since 2010). In Ukraine, barter transactions do not allow the use of a preferential or simplified tax system. For example, you cannot apply a preferential rate of VAT , even if both goods of the barter transaction are preferential. There are difficulties with conducting international barter transactions due to additional restrictions on the timing of their conduct. This leads to an increase in real taxation and an increase in tax debt, including due to fines for late payment of taxes.
- The difficulty of equal and fair valuation of goods and services in the absence of a normal money market for these goods.
Implementation
Recently, to organize a barter exchange on rented computers, you can use the free set of Java-programs Cyclos , which is distributed under the terms of the GPL license . To use this package, the hosting requires Java Virtual Machine and Apache Tomcat (a server to run Java programs through an Internet browser ).
Also an example of the implementation of the barter exchange can serve as web services built on the RosBarter platform, which allows you to automatically select suitable barter offers. The system is distributed as a franchise .
