The celebration began with the removal of the state flag of the Russian Federation and the Banner of Victory .
After this, a meeting was held between the commander of the troops of the Moscow Military District (MBO), Colonel General Valery Gerasimov , the commander of the parade, and the Minister of Defense of the Russian Federation Anatoly Serdyukov, who was hosting the parade, after which they traveled around the parade system.

At 10:14, Serdyukov reported to the Supreme Commander-in-Chief Dmitry Medvedev about the readiness of the troops for the parade. At the end of the report, the Russian president made a speech.
65 years ago, Nazism was defeated, the machine for the destruction of entire peoples was stopped. Peace has been returned to our country and all of Europe. The end of an ideology that destroyed the foundations of civilization. The Soviet Union took the brunt of the Nazis, who threw three quarters of their troops on the Eastern Front. They wanted to incinerate our country, but met resistance, unprecedented in courage and strength, ”Medvedev said. - The defense of Moscow and Leningrad, the Battle of Stalingrad, the Kursk Bulge are not just the stages of that war, they are blood and tears, the bitterness of defeat and the joy of victories, wounds and the death of comrades. And one choice is to either win or become slaves.
Medvedev also emphasized:
we will never forget the soldiers who fought on the fronts, the women who replaced men in factories, the children who went through trials unthinkable for their age — all of them are war heroes.
He recalled:
the war took the lives of tens of millions of people - citizens of many ages, many countries, religions. In Russia, almost every family has someone who died or went missing, who died of starvation during the blockade, who were burned in concentration camp stoves. It’s impossible to put up with it, impossible to forget. Eternal memory to them.
Addressing the veterans, the President of the Russian Federation emphasized that 65 years ago they “conquered the world for our country and for the whole planet, gave us the very opportunity to live.” “I bow to you,” said Medvedev. Could not come to the victory parade:
- Acting President of Moldova, Parliament Speaker Mihai Ghimpu refused to participate in the Victory Parade in Moscow on May 9, 2010
“This is a parade, there are invitees. Who wants to - participates, does not want - does not participate ... Nothing connects me with Moscow. Only winners go there, what to do there is defeated ... I agree that 65 years will have passed since the end of World War II, but I can’t forget the misfortunes, deportations, famines that Moldovans went through during the Soviet Union ... How can I to participate in a parade next to the army that brought communism, organized hunger and deportations to Siberia? This army was also the basis of the formation of Transnistria ... It is interesting, but does the presence of the Russian army in a third of the national territory of Moldova, which is not controlled by the constitutional authorities, mean that we have good relations? ”Mihai Ghimpu said. [eleven]
- Barack Obama did not come to Moscow for a parade on Red Square, because at that time he was awarded a diploma of an Honorary Doctor of Law at Hampton University. [12]
- Silvio Berlusconi did not attend the celebration due to the financial crisis. His permission requires a permanent stay in Italy. [13]
