Roizman, Evgeny Vadimovich

Roizman was born on September 14, 1962 in Sverdlovsk . Father - Roizman Vadim Polevich, born in 1936, before retiring, worked as a teacher of Russian language and literature, also worked as an energy engineer at Uralmashzavod . Mother - Nina Pavlovna, a graphic designer by education, worked as a teacher in the kindergarten of Uralmashzavod ^[8] . He lived with his parents (at the address: city of Sverdlovsk, Kommunisticheskaya street, house 83, apartment 80) ^[9] . Grandfather and grandmother came to Sverdlovsk from Ukraine in the 1920s to build the Uralmashzavod ^[10] .

He studied poorly, changed several schools. In the sixth grade he was expelled from school number 27 ^[11] , then he studied at school number 28, at school number 119 ^[12] . After graduating from eight classes in 1977, he entered the engineering college, where he studied for a year (1977/1978), then studied for two years at the automotive college in 1978-1980, but Eugene failed to finish the college ^[9] . According to Roizman, at that time he played cards and engaged in fraud. On June 25, 1980, a criminal case was instituted against Eugene, and he was convicted of theft (art. 144 part 2 of the Criminal Code of the RSFSR), fraud (147 part 3 of the Criminal Code of the RSFSR) and illegal possession of cold steel (218 part 2 of the Criminal Code of the RSFSR). The investigation lasted for a year and on September 4, 1981 by the decision of the Ordzhonikidze district court of the city of Sverdlovsk was sent to the construction of the national economy in Kamensk-Uralsky. Upon arrival at the construction site after 26 days he was sent to a general regime colony ^[9] . And in 1981-1983 (2 years and 14 days), by decision of the Sinarsky People’s Court of the city of Kamensk-Uralsky, he spent in places of detention and was released in November 1983 ^[13] . In 1984, a criminal record was dropped ^{[14] [15] [16]} .

In January 1984, he got a job as a fitter in the workshop No. 50 of Uralmashzavod, and received a secondary education at an evening school at the plant. Eugene entered the military register. However, the spring draft was not called up, since in April 1984 he provided sick leave, which lasted until October 10, 1984. He was not called up for the autumn draft either, since from October 18 to October 29, 1984 he was in the Sverdlovsk Regional Clinical Psychiatric Hospital. On January 21, 1985, he quit Uralmashzavod ^[9] .

July 26, 1985 entered the full-time department of the Faculty of History of USU. But in 1986 he had to take academic leave for a year. Having successfully completed the first year, in the second year, in 1988 he was expelled for poor progress. But a year later, in 1989, Eugene entered the same faculty, but already as an extramural student. In his fourth year in 1992 he was again expelled. In 2000, Eugene is recovering and completing the fifth year. But the defense of the diploma had to be postponed until 2003. In 2003, Roizman graduated from Ural State University with a degree in historian-archivist, and became a specialist in the mining Urals and Old Believer icon painting, thereby setting a university record for 18 years of study. In 2014, the prosecutor's office filed a lawsuit to invalidate Roizman’s diploma of higher education. However, the court found the diploma hereby ^[17] . According to Roizman, he had previously been accused of plagiarizing diploma work ^[18] .

He created an organization that for more than 10 years has been helping all dysfunctional orphanages in the Sverdlovsk region. In 1999, he founded the first and only private museum in Russia , the Nevyansk Icon, with a collection of works by the Nevyansk school of Old Believer icon painting . He published two albums, which were distributed in the libraries of the Sverdlovsk region and the largest libraries in the world. A restoration workshop has been established at the Museum and a restoration department has been opened for children at the I.D. Shadr College . Entrance to the museum is free. In 2010, Roizman was awarded the silver medal of the Russian Academy of Arts "for his contribution to Russian culture" ^[30] .

In 1999, together with like-minded people, he founded the City Without Drugs fund , which is engaged in the fight against drug trafficking in Yekaterinburg and its environs. Helps the opening of such funds in the country. The fund contains five drug-free rehabilitation centers for drug addicts - 3 adults, children and women ^[33] . On August 11, 2011, Yevgeny Roizman launched the project “A Country Without Drugs”, which uses part of the achievements of the “City Without Drugs” foundation to combat drug addiction already nationwide. From December 2003 to December 2007 he was a deputy of the State Duma of the 4th convocation from the single-mandate Ordzhonikidze district of the Sverdlovsk region , receiving about 40% of the vote in the elections. He was a member of the State Duma Committee on Security and the State Duma Commission on the problems of the North Caucasus . As a deputy, he worked as part of the Commission on the Counteraction of Drugs under the Government of the Russian Federation. He was a consistent supporter of tougher sanctions against drug dealers and sellers of alcohol to minors, and the introduction of a visa regime with drug-producing regions. He advocated the introduction of the institute of compulsory treatment of drug addiction and alcoholism by a court decision.

On October 4, 2006, at a radio debate in the elections to the Sverdlovsk Regional Duma, State Duma deputy Yevgeny Zyablitsev began to blame Roizman for the monetization of benefits . In this case, Roizman at one time voted against monetization, and Zyablitsov for. For this, Roizman slapped Zyablitsov ^[40] . On September 13, 2007, according to the decision of the regional conference of the Just Russia party, he was nominated as the first number on one of the lists of this party in the Sverdlovsk Region in the December elections to the State Duma of the 5th convocation . However, at the All-Russian Party Congress on September 23, 2007, Roizman’s candidacy was removed from the party list. On October 16, he decided to quit the party ^[44] , then to create, together with his supporters and also quit the party, the public organization Strength in Truth ^[45] .

After exclusion from the Just Russia’s election list, he abstained from participating in politics. In July 2011, at the invitation of Mikhail Prokhorov, he joined the Just Cause party. It was assumed that he would be included in the federal list of this party in the elections to the State Duma of the 6th convocation . He left the party with Prokhorov during the congress on September 14, 2011 . On October 27, 2012, at the congress of a political party, the Civic Platform was elected to its federal civic committee ^[46] . In the 2013 elections, he led the list of the “Civil Platform” in the Yekaterinburg City Duma.

On July 19, 2013, after much deliberation ^{[47] [48]} , Yevgeny Roizman agreed and was nominated by the regional branch of the Civil Platform as mayor of Yekaterinburg. On the same day, he submitted documents to the election commission ^[49] . On July 28, 2013, the Electoral Commission of the city of Yekaterinburg officially registered as a candidate. According to an independent study conducted in September 2012, it had the highest rating among potential candidates for mayor of Yekaterinburg - 26.5% ^[50] . During the election campaign against Royzman, a powerful information war was fought, both in the Sverdlovsk mass media and at the federal level (for example, Andrey Karaulov , the host of the Moment of Truth program, spoke out against him) ^[51] .

As a result, Roizman won the mayoral election in Yekaterinburg , gaining 33.3% of the vote of registered voters ^{[1] [2] [3] [4]} . September 24, 2013 was approved as mayor of the Yekaterinburg City Council ^[52] .

On December 5, 2013, Roizman proposed raising the status of Yekaterinburg to a city ​​of federal significance ^[54] . The head of the city was skeptical of the idea of ​​holding the Expo 2020 and pointed out that the city lost, including due to corruption scandals ^{[59] [60]} . The mayor also did not support the idea of ​​reconstructing the Central Stadium for the 2018 FIFA World Cup. Instead, he suggested considering options proposed by public opinion, and possibly building another stadium elsewhere ^[61] . Ultimately, Yevgeny Roizman agreed to head the public council for the reconstruction of the Central Stadium. He backed up his consent for the reconstruction of the stadium with arguments that the new stadium would also have to be maintained, and the city needs a world championship, because thanks to this event, new road junctions, an updated low-floor public transport, and maybe even a second metro line ( Roizman proposes to collect the money by increasing the percentage of taxes that remain in Yekaterinburg) ^{[62] [63] [64]} .

On July 21, 2014, Royzman’s colleague, Oleg Kinev , was suspected of killing a pensioner. In May 2017, he announced his participation in the election of the governor of the Sverdlovsk region from the Yabloko party ^[74] .
