Biography
Born on November 15, 1939 in the village of Osvetimka, Zalegoschensky District, Oryol Region. In 1975 he graduated from the All-Union Correspondence Institute of Railway Engineers with a degree in engineer-economist. Between 1958-1963 He served as a scout in the contingent of Soviet troops in the GDR, in a secret platoon of amphibious tanks. The captain of the armed forces retired. After demobilization, he worked at the Tek-Mash plant in Orel. Since 1968, for 27 years, he worked in Komsomol, Soviet and party bodies. He was the First Secretary of the Railway District Committee of the Komsomol, the First Secretary of the Oryol City Committee of the Komsomol, was elected a delegate to the XVII Congress of the Komsomol. He was later elected First Secretary of the Zheleznodorozhny District Committee, and then for a long time headed the Oryol Regional Committee of the CPSU. [1] .
Since 1995, he has been the Director General of the State Unitary Enterprise Oryol Regional Center “Real Estate.” In 2003-2004, he was an Advisor to the Director General for Construction of OJSC Orelstroymash, then Director General of OJSC Proftekhinventarization (design, construction, technical inventory of real estate) He was elected a deputy of the Oryol Regional Council in 2007. In the elections to the regional council of the Communist Party of the Russian Federation, he received 23.78% of the vote, receiving 13 seats. This is the second result after the United Russia party, which has half 39%, which, together with single-mandate candidates, gave her 26 seats [1] .
In December 2007, he was elected to the State Duma of the fifth convocation on the Communist Party ’s electoral list in the Oryol Region . He joined the Communist Party faction . Member of the Committee on Budget and Taxes.
In November 2008, became a member of the Central Committee of the Communist Party [2] . First Secretary of the Oryol Regional Committee of the Communist Party.
Vladimir Dmitriyevich Khakhichev was awarded state and departmental awards: the badge “Excellent student of public education” for his great contribution to the development of educational and enlightenment organizations [2] , the badge “Honorary Worker of Housing and Communal Services of Russia” for his significant contribution to the development and strengthening of the housing and communal services system (Order of the Chairman of the Gosstroy of Russia of 2000) [3] , a medal of the Order "For Merit to the Fatherland" of the II degree - for high achievements in industrial activity (Decree of the President of the Russian Federation of 16.10.1999 No. 1385) [4] .
