A lawyer by training, Forne Mollné founded the Liberal Party of Andorra and after a vote of no confidence in the head of government, Oscar Ribas Rech, became his successor in 1994 . In 1997 and 2001, the LPA, under his leadership, won the elections to the General Council of the Valleys .
Forne Molne, during his leadership of the country, took a liberal economic position and advocated for low taxes and a small role for the state in economic life.
In March 2005, a month before the parliamentary elections, he lost the chair of the head of government to Albert Pintat , in November of the same year, leaving the post of party leader.
