In some countries, the supreme executive authority may have a different name (for example, in the USSR - the Council of Ministers until January 1991).
CM is a collegial body. The board of the cabinet consists of ministers heading line ministries. The main, most important state decisions are made at the Council of Ministers by direct vote. Normative legal acts are adopted by decisions of the Cabinet of Ministers signed by the Prime Minister .
According to the theory of state and law , state power has three branches: legislative , executive and judicial . It is the executive branch that is the cabinet of ministers, which in essence represents the government of the country operating within the framework of legislative acts adopted by the highest legislative body ( parliament , senate , council of people's deputies , congress , Knesset , Mejlis , etc.).
Functions
