Rocky is a legal term found in Belarusian and ancient Polish acts .
In ancient Poland, congresses of autonomous voivodships were called rocks. With these congresses the meetings of the zemstvo courts coincided, as a result of which, over time, the latter became known as the rock. Since the calls of the parties were confined to the hearings of the zemstvo courts, the very term set for the defendant to appear in court was called "rocky."
In the last two meanings, the word rocky is most often found in legal monuments.
