Biography
Vladimir Rybakin was born March 10, 1955 in the village. Elkhovka of the Koshkinsky district of the Kuibyshev region .
He graduated from the Kuibyshev Electrotechnical Institute of Communications ( 1978 ). He worked as a senior engineer, head of the line-technical workshop of the technical center of the allied trunk communications and television.
In 1980 - 1982 he served in the Soviet Army.
In 1984, he was appointed chief engineer, and in 1989 he was elected head of the Perm Region Communications Department.
In 1991 - 1994, he worked as the head of the state-owned communications and computer company Rossvyazinform of the Perm Region .
From 1994 to 2002, he held the position of General Director of Uralsvyazinform OJSC of the Perm Region, and from 2002 to 2004 he was the General Director of an interregional communications company - Uralsvyazinform OJSC.
In 2005, Vladimir Rybakin became President of CJSC National Multiservice Networks.
From April 27, 2009 to April 26, 2011 he was the General Director of OJSC VolgaTelecom . [2] [3]
Since 1996 he is a deputy of the Legislative Assembly of the Perm Region (subsequently - the Perm Territory ).
