RVC was created in accordance with the order of the Government of the Russian Federation of June 7, 2006 No. 838-p [2] . In 2015, RVC was instructed to form the project office of the National Technological Initiative (NTI), a long-term comprehensive program to create conditions for ensuring the leadership of Russian companies in new high-tech markets that will determine the structure of the global economy in the next 15-20 years [3] .

Activities

The state, along with the Skolkovo Foundation , Rusnano OJSC and Vnesheconombank, assigns RVC to the development institutions of the Russian Federation, that is, “tools for solving the state’s tasks in a market environment” [29] .

In accordance with the development strategy for 2017-2030 [30] , RVC works in three main areas: investment activity as a fund of funds, development of innovations and the National Technology Initiative, as well as the development of the venture capital market. The company’s interests are focused on supporting technology entrepreneurs whose projects comply with the roadmaps and cross-cutting technologies of the National Technology Initiative [31] .

Since 2016, RVC has been performing the functions of the NTI Project Office (Decree of the Government of the Russian Federation No. 317 of April 18, 2016 [32] ): provides project management, organizational, technical and expert analytical support, information and financial support for the development and implementation of road maps "And NTI projects.

Investments

RVC's investment activities are aimed at increasing the supply of venture capital through the creation of new funds together with partners: private, institutional and foreign investors, large corporations. RVC invests in venture capital funds at the suggestion of market participants, and also initiates the creation of new funds with the involvement of professional investors and managers. According to the updated investment strategy [33] , RVC's product portfolio will consist of 6 categories of funds:

· Classic venture capital funds;

· Funds for young managers (1st time GP);

· Late stage funds;

· Funds for the early stages of support for STI;

· Corporate funds;

· Foreign venture capital funds [34] .

In total, in 2018–2020, RVC intends to create 10 new funds [35] . The company currently manages 26 funds, three of which were created in 2018. The total capital of the funds is 48.8 billion rubles. The share of RVC is 26.6 billion rubles [36] .

The first funds were created in 2007-2008 in the form of closed-end mutual investment funds (CIF), where RVC has 49% of the shares, then in the form of LLC, now in the form of an investment partnership [37] .

In 2018, funds approved investments by 30 portfolio companies totaling over 2 billion rubles, which is 40% more than in 2017 [76] .

Regional Funds

In 2006-2013, under the auspices of the Ministry of Economic Development, together with regional authorities, 22 regional venture capital funds (RVF) were created in the form of NPOs that carry out investment activities through a closed mutual investment fund (closed-end mutual fund) . To date, the total amount of RVF funds exceeds 8.9 billion rubles, of which more than five have been invested in more than 80 small innovative companies. . Since 2011, the representatives of the RVC entered the governing bodies of all RVFs; their main function was to provide expert and methodological support to the funds

Venture Market Development

The RVC development strategy for 2017–2030 [78] defines the company's mission - the formation of a mature venture market and the promotion of technological leadership by Russia in priority areas through pooling and developing resources, competencies and initiatives of the state, the Company, private investors, entrepreneurs, research, and experts and educational organizations to create and promote innovative products and technologies. [79]

To implement the mission, RVC will develop a transfer of scientific developments to the technology business, conduct acceleration activities and educational programs, and continue to engage in the popularization of innovative activities and the development of technological communities.

RVC will support Russian technology entrepreneurs in priority areas: biomedicine, energy, advanced manufacturing technologies, new materials, component base development, quantum technologies, digital technologies in relevant areas [80] .

Venture Market Development Strategy

At the end of 2018, RVC, together with the Ministry of Economic Development of Russia, submitted a draft [81] [82] of a Strategy for the Development of the Venture and Private Equity Market for the period until 2025 and a further perspective until 2030. According to the strategy, by 2030 the volume of transactions in the national venture capital market should amount to 410 billion rubles. per year, which is 29 times more than in 2017. The total supply of capital in the venture capital market (the total amount of money that projects from various categories of venture investors can count on) should grow 12.5 times to RUB 2.73 trillion [83] .

GenerationS Federal Technology Accelerator Competition

Accelerator GenerationS aims to develop high-tech projects of interest to Russian and international venture investors . During the accelerator, the best projects selected based on the results of a multi-stage examination receive intensive development and ample opportunities to attract investment. It has been held since 2013 with the support of Russian corporations, development institutions, and representatives of venture infrastructure [84] . Since 2014, it has been running on industry tracks, whose customers are Russian corporations. Since 2015, participants have been running the GenerationS Pre-Accelerator, a federal program for preparing early-stage startups to participate in GenerationS corporate tracks.

In 2017, RVC identified six areas of the GenerationS startup accelerator for the next three years: Agro & MedTech (high technologies in biomedicine and agriculture ), Creative ( digital technologies in media, design and culture ), Power & Energy (solutions in energy ), Fintech ( financial technologies , services and electronic commerce ), Mining & Metals (developments in the fields of metallurgy and mining ), TechNet - (advanced manufacturing technologies) [85] .

Since 2018, GenerationS has been operating as a platform for corporate accelerators. Among the partners are Airbus, Michelin [86] , VTB [87] [88] , Alrosa and others. Search for projects is carried out in areas necessary for the corporate partner. In 2018, the accelerator was recognized as the best corporate accelerator in Europe at the Corporate Startup Summit 2018 international forum [89] .

The monitoring results of 200 technological startups participating in GenerationS [116] [117] showed that accelerator graduates attracted 1.13 billion rubles of investments in 2013-2016. At the same time, 54% of transactions were made with the participation of venture capital , 25% - with the involvement of business angels , 21% - with the involvement of strategic partners, corporations. The market valuation of startups GenerationS amounted to 2.2 billion rubles.

Monitoring startups from 2013 to 2017 showed that the total investment in graduates reached 2.4 billion rubles [118] .

Moscow International Forum of Innovative Development “Open Innovations”

The Open Innovations Forum is an annual forum dedicated to new technologies and prospects for international cooperation in the field of innovation. This is a global discussion platform for demonstrating the results, achievements, exchange of experience between the scientific community, business and government authorities [119] .

The forum has been held since 2012 by leading Russian development institutions. RVC is one of the organizers and intellectual partner of a number of panel discussions [120] [121] .

Национальные чемпионы

Проект « Национальные чемпионы » — направлен на обеспечение опережающего роста отечественных частных высокотехнологических экспортно ориентированных компаний-лидеров и формирование на их базе транснациональных российских компаний [167] [168] . Проект стартовал в 2016 году. Сейчас в нем участвуют 62 высокотехнологические компании. Минэкономразвития помогает им разрабатывать стратегии опережающего роста и максимально широко использовать существующие меры поддержки, содействует в преодолении административных барьеров, помогает в режиме консьерж-сервиса взаимодействовать с органами власти, институтами развития и финансовыми организациями [169] .

Базовая кафедра РВК в МФТИ

Базовая кафедра РВК в МФТИ «Управление технологическими проектами» — магистерская программа для выпускников бакалавриата естественнонаучных специальностей (физика, химия, биология и др.), в рамках которой естественно-научный бэкграунд студентов дополняется бизнес-подготовкой [170] [171] . По этой программе готовят аналитиков для венчурных фондов, специалистов по инновациям и технологических предпринимателей [172] . В 2018 году РВК совместно с лабораторией нейронных систем и глубокого обучения МФТИ и лабораторией МФТИ-Сбербанк открыли новую магистерскую программу по управлению проектами в сфере технологий искусственного интеллекта [173] .

Межвузовский учебный курс «Инновационная экономика и технологическое предпринимательство»

Учебный курс «Инновационная экономика и технологическое предпринимательство» разработан РВК в 2017 году совместно с Санкт-Петербургским национальным исследовательским университетом информационных технологий, механики и оптики («Университет ИТМО») и Московским государственным университетом им. M.V. Lomonosov. Лицензионные соглашения с РВК о включении курса «Инновационная экономика и технологическое предпринимательство» в учебную программу 2018–2019 годов подписали 34 российских вуза из 25 городов. Планируется, что к 2020 году количество вузов-операторов достигнет 100, а обучение на курсе пройдут около 50 тыс. студентов [174] .

Аналитика венчурного рынка

Поддержка аналитических проектов венчурной отрасли направлена на повышение объективности, а также формирование и развитие системы стандартов предоставления аналитической информации о венчурной отрасли [175] [176] [177] . Одно из важнейших исследований «MoneyTreeTM: Навигатор венчурного рынка» РВК проводит совместно с PwC [178] [179] . В 2018 году РВК совместно с партнерами представила исследования: Рейтинг российских венчурных фондов, бизнес-ангелов и корпораций [180] [181] , Венчурный барометр 2018 [182] (РВК — генеральный партнер), Венчурные инвестиции 2018 года [183] .

Конкурс инновационной журналистики «Tech In Media»

Tech in Media — конкурс инновационной журналистики, организованный для мотивации профессионального медиасообщества уделять больше внимания освещению науки, инноваций, высоких технологий и венчурного предпринимательства [137] [136] . В 2018 году победителей конкурса определяли в четырех тематических треках: «Венчурный бизнес», «Науки о жизни», «Филантропия и технологии» и «Водородная энергия». Заявки на участие поступили от 610 авторов, из которых экспертный совет и жюри выбрали 48 лучших [184] .

Поддержка мероприятий венчурной отрасли

Поддержка Российской и Казанской венчурных ярмарок [185] [186] , Сибирской венчурной ярмарки [187] [188] , Форума венчурных инвесторов [189] [190] , Московского корпоративного венчурного саммита [191] и других.

Национальная технологическая инициатива

АО «РВК» наделена функциями проектного офиса Национальной технологической инициативы. Проектный офис осуществляет управление, организационно-техническую и экспертно-аналитическую поддержку, информационное и финансовое обеспечение разработки и реализации «дорожных карт» и проектов НТИ [192] .

На сегодняшний день в рамках НТИ одобрены восемь «дорожных карт» и действуют 11 рабочих групп по рынкам НТИ, а также реализуются такие проекты, как «Центры компетенций НТИ», «Технологические конкурсы Up Great», «Университет НТИ 20.35», «Олимпиада НТИ» и др [193] . В 2019 году минимум три «дорожные карты» НТИ будут обновлены [194] .

В июле 2018 года поручением вице-премьера Максима Акимова был принят долгосрочный план реализации НТИ на период 2018-2021 годов [195] .

Для нормативного обеспечения реализации НТИ в 2018 году распоряжениями Правительства РФ были утверждены 7 нормативных «дорожных карт» по рынкам Технет, Маринет, Автонет, Аэронет, Энерджинет, Хелснет и Нейронет. Документы содержат пошаговые планы мероприятий, направленные на устранение регуляторных барьеров для развития рынков НТИ [196] [197] .

В портфеле РВК есть пять венчурных фондов, которые ориентированы на поддержку проектов Национальной технологической инициативы,— это три совместных фонда со «Сколково» [198] , с Фондом развития Дальнего Востока [199] и «Роснано», а также Фонд НТИ [200] [201] .

В 2019 году из бюджета на НТИ должно быть выделено 8 млрд руб. (сумма может быть увеличена еще на 6,5 млрд руб.). Всего на финансирование проектов в рамках НТИ с момента запуска программы направлено 15,6 млрд руб., в том числе в виде госсубсидий — 8,7 млрд руб. Всего на декабрь 2018 года было поддержано 39 проектов. 11 проектов на 2,37 млрд — в рамках «дорожной карты» «Нейронет» (нейротехнологии), шесть на 1,5 млрд — «Аэронет» (авиация). По четыре проекта поддержаны по «карте» «Маринет» (морской транспорт, 1,3 млрд руб.), «Хелснет» (здравоохранение, 730 млн) и «Энерджинет» (энергетика, 609 млн руб.). Еще два проекта — это «Технет» (модернизация промышленности, 328 млн), пять — «Кружковое движение» (призвано пополнить ряды предпринимателей, инженеров и ученых за счет выходцев из кружков, 131 млн руб.). Остальной объем финансирования в виде грантов распределил Фонд содействия инновациям — деньги достались 406 проектам по программам «Умник-НТИ», «Развитие-НТИ», «Старт-НТИ» [202] .

Программы поддержки бизнеса в НТИ предполагают возможность получения грантового и инвестиционного финансирования технологическими компаниями на рынках НТИ в размере до 500 млн рублей. [203] Программы открыты по 4 направлениям: «Технологический прорыв НТИ» (программа поддержки компаний и проектов, нацеленных на преодоление технологических барьеров на рынках НТИ), «Инфраструктура НТИ» (программа поддержки компаний и проектов, нацеленных на создание сервисов и условий для развития рынков НТИ), «Спинофф НТИ» (программа поддержки компаний, созданных на базе крупных технологических корпораций), «Экспорт НТИ» (программа поддержки компаний и проектов, направленных на создание продуктов с высоким экспортным потенциалом). Инженерная олимпиада для школьников «Олимпиада НТИ»

«Олимпиада НТИ» – ежегодные командные инженерные состязания школьников 7-11 классов, дающие привилегии при поступлении в вузы [206] [207] . Соревнования проходят по ряду профилей, связанных с Национальной технологической инициативой . Соорганизаторы – РВК и АСИ . Вузами-организаторами выступает ряд университетов, включая Московский политехнический университет , МАИ , МФТИ , МИФИ , Университет ИТМО , МИСиС , МГТУ им. Н. Э. Баумана .

Олимпиада НТИ Проводится с 2016 года. В 2016 году заявки подали более 12 000 школьников [208] , в 2017 – более 20 000 школьников [209] . За подачей заявки следует заочный этап – прохождение тестов на сайте. Для подготовки к очному финалу школьники имеют возможность принять участие в хакатонах [210] по профилям. В 2018 году количество заявок на участие составило 38 359 [211] . Запущен отдельный трек для студентов [212] .

Технологические конкурсы Национальной технологической инициативы

Технологические конкурсы НТИ – запущенная в России [213] [214] по аналогии с DARPA Grand Challenge , Ansari X Prize , Google Lunar X Prize и другими технологическими конкурсами [215] программа для преодоления технологических барьеров на рынках НТИ [216] . Первыми задачами российских конкурсов стали создание беспилотного автомобиля для работы в российском городе зимой - “Зимний город” [217] [218] , и создание водородных топливных элементов для беспилотников и автомобилей - “Первый элемент: воздух” и “Первый элемент: земля" [219] .

Центры компетенций НТИ

Центры компетенций НТИ — это подразделения, которые создаются на базе образовательных или научных организаций и занимаются развитием сквозных технологий НТИ, среди которых большие данные, искусственный интеллект, квантовые технологии, новые и портативные источники энергии, компоненты робототехники, технологии беспроводной связи, виртуальной и дополненной реальностей. Центры ведут исследовательскую и образовательную деятельность в консорциуме с ведущими технологическими компаниями. Всего в России действует 14 таких центров [220] . Государственная поддержка ЦК НТИ реализуется в соответствии с постановлением Правительства Российской Федерации от 16 октября 2017 г. №1251 [221] . В 2017–2020 годах на поддержку ЦК НТИ в федеральном бюджете предусмотрены ассигнования в размере 7 800 млн рублей [222] . В декабре 2017 года по конкуру были отобраны первые шесть центров, четыре из которых сформированы на базе вузов и два — на базе научных организаций. В апреле 2018 года были отобраны еще восемь центров компетенций НТИ [223] .

Инфраструктурные центры НТИ

В 2018 году завершен процесс создания инфраструктурных центров НТИ [224] для рынков Технет, Автонет, Аэронет, Энерджинет, Хелснет, Нейронет и Кружковое движение. Центры объединяют представителей бизнес-сообщества в целях развития новых рынков и оказания экспертно-аналитических сервисов их участникам. Предусмотрено бюджетное финансирование деятельности центров в размере до 682 млн рублей в течение первых трех лет.

Экспортный акселератор НТИ

РВК в партнерстве с PwC запустила «Экспортный акселератор» Национальной технологической инициативы (НТИ). Программа направлена на развитие экспорта российских технологических компаний, которые работают на рынках НТИ [225] . Заявки на акселерацию в Экспортный акселератор НТИ подали более 60 компаний. Из них к дальнейшему рассмотрению были допущены 50 претендентов, в финальный этап акселератора прошли 15 технологических компаний: восемь компаний специализируются на разработке глобально ориентированных продуктов в сфере искусственного интеллекта, четыре работают в сфере интернета вещей, другие три — в области больших данных [226] .

Национальные стандарты в области «сквозных технологий»

В 2018 году Технический комитет «Кибер-физические системы», созданный на базе РВК, совместно с рыночными игроками инициировал более 30 национальных стандартов в области «сквозных технологий», включая проекты в интересах рынков НТИ Энерджинет [227] , Технет и Сэйфнет [228] . Важным направлением работы комитета стало продвижение российских документов на международном уровне. В октябре 2018 года эксперты ISO/IEC одобрили российский проект стандарта промышленного интернета вещей [229] , была инициирована разработка ряда стандартов в мультиязычном формате [230] . В 2018 году приказом Росстандарта также были расширены полномочия комитета в области нормативно-технического регулирования за счет направлений искусственного интеллекта и умной энергетики [231] . На конец года в число участников ТК «Кибер-физические системы» и его рабочих групп вошло свыше 80 организаций [232] .

Форум «Экосистема НТИ: стратегия будущего»

В декабре 2018 года РВК впервые провела в Сочи Форум «Экосистема НТИ: стратегия будущего», объединивший около 500 участников сообщества Национальной технологической инициативы для подведения итогов года, проработки новых инициатив и согласования совместных планов на 2019-2020 гг [233] [234] .

Criticism

В июле 2010 года коллегия Счетной палаты Российской Федерации рассмотрела результаты комплексной проверки эффективности управления имущественными взносами Российской Федерации. В пресс-релизе Счётной палаты РФ о заседании коллегии говорится:

«В целом плановые контрольные и индикативные показатели деятельности ОАО „РВК“ на 2009—2010 годы не сбалансированы с целями и соответствующими целевыми показателями социально-экономического развития Российской Федерации, определенными в Концепции долгосрочного социально-экономического развития Российской Федерации до 2020 года и других документах стратегического планирования, в том числе в Стратегии развития науки и инноваций в Российской Федерации на период до 2015 года. Отсутствует система индикаторов, характеризующих эффективность использования имущественных взносов Российской Федерации в уставный капитал инновационных компаний. Основная часть финансовых средств ОАО „РВК“ не инвестирована в венчурные проекты или инновационные предприятия, а размещена на депозитах в банках». [235] [236] .

По мнению контролирующего органа, РВК предпочитала направлять средства не на основную деятельность, а на депозиты в банки: за указанный период в венчурные проекты всего было инвестировано 5,45 млрд руб. из уставного капитала РВК, а остальные средства, более 25 млрд руб., оставались в банковских вкладах. [235]

Большинство экспертов венчурного рынка не согласны с такой оценкой деятельности РВК. В частности, ими отмечается, что хранение свободных средств на депозитах прямо прописано в Уставе РВК. Более того, объём создаваемых с участием РВК фондов прямо увязан с реальными потребностями рынка. По мере роста этих потребностей будет увеличена капитализация существующих, а также созданы новые фонды. [235]
