Rakhimov, Ural Murtazovich

Ural Rakhimov was born on December 13, 1961 in Ufa ^[1] . The son of the first President of the Republic of Bashkortostan Murtaza Gubaidullovich Rakhimov and Louise Galimovna Rakhimova ^[1] .

In 1984 he graduated from the Ufa Oil Institute ^[2] . Then he studied in France at the French Institute of Petroleum ^[1] . After receiving a master's degree from the University of Pennsylvania ( MS University of Pennsylvania ).

From 1995 to 1999 - Vice President, Chairman of the Board of Directors of OJSC Bashneftekhim .

According to sociologist Olga Kryshtanovskaya , by the end of the 1990s, in Bashkiria

a clan of relatives of the president was formed: the son of the president, Ural Rakhimov, the vice-president of the Bashneftekhim holding; President’s wife’s nephew Azat Kurmanayev, president of Bashkreditbank ; President’s wife Luiza Rakhimova holds a responsible position in the Ministry of Foreign Relations and Trade of the Republic. In 2007, the Moscow Arbitration Court decided to recover from Ural Rakhimov part of the shares of companies owned by him for tax evasion into the state, however, in 2009 the Federal Tax Service refused claims and the court dismissed the case ^[1] .

In the spring of 2009, Sistema Vladimir Yevtushenkov purchased for 2.5 billion US dollars controlling stakes in six enterprises of the Bashkir fuel and energy complex ( Bashneft , Ufa Oil Refinery , Novo-Ufa Oil Refinery , Ufaneftekhim , Ufaorgsintez , Bashkirnefteprodukt ") Owned by four investment funds controlled by the Ural Rakhimov. ^[1] Alexander Goncharuk, Chairman of the Board of Directors of Sistema-Invest OJSC, after leaving the post of Bashneft CEO Ural Rakhimov, announced it: “We are grateful to Ural Rakhimov for the work he has done in the past three years as CEO of ANK Bashneft . On March 2, 2008 he was elected a deputy of the State Assembly - Kurultay of the Republic of Bashkortostan for a second term of 4 years ^[8] .

In 2009 - 2010, ^[5] served as president and CEO of the Salavat Yulaev ice hockey club ^[6] .

In June 2010, Channel One , NTV and the federal issue of the Rossiyskaya Gazeta published materials impartial to the leadership of the republic. On June 19, 2008, in the plot of the Maximum Program, Rakhimov was introduced as a former owner of the entire republican oil industry, who had rescued its sale, according to various sources, from $ 500 million to $ 3 billion. On June 24, the program “ Man and Law ” on Channel One told about it business ties with the former senator from the republic, Igor Izmestyev , accused of creating a gang and attacking citizens in the early 1990s, as well as an attempt on the life of Ural Rakhimov himself. On July 8, 2010, the Kurultay deputies voted for the deprivation of Rakhimov’s mandate, who wrote a letter of resignation at his own request. Soon Rakhimov hastily left Russia. The head of the regional department of the All-Russian organization “Man and Law” Ural Khasanov said: “This is the last step in the care of the Urals from Bashkiria. When he completed the sale of the Bashkir oil complex, he allegedly went to Austria ... Rakhimov did not appear in the meeting room for more than a year. " ^[9] . On July 12, 2010, Rakhimov’s father at a meeting with Sergey Naryshkin, head of the presidential administration of the Russian Federation, announced his intention to leave the post of president of the Republic of Bashkortostan ^[10] ; July 15, 2010, Dmitry Medvedev accepted his resignation ^[11] .

In April 2014, a criminal case was opened against Ural Rakhimov. At the end of August 2014, he was charged in absentia with the legalization of illegally received money (Article 174.1 of the Criminal Code) and appropriation on a large scale (Article 160 of the Criminal Code). The investigation of the criminal case continues, and in May 2017 it was extended for another three months until October 28, 2017 ^[15] .

Rakhimov is accused of misappropriation and legalization of Bashneft shares. The structures controlled by him after the privatization of the enterprises of the Bashkir fuel and energy complex in 2005 and 2009 were sold to them by Sistema.

In September 2014, Rakhimov was put on the international wanted list ^[16] .

In May 2015, the Austrian authorities received a request for the extradition of Ural Rakhimov. In March 2016, the Vienna Land Court in criminal cases on February 17, at the request of the prosecutor's office, decided not to extradite Rakhimov of the Russian Federation due to political motives in criminal prosecution ^[17] .
