Konstantin Vladimir Shirshov (born August 1, 1974 ) is a Russian political figure . Member of the State Duma of the fifth (2007-2011) and sixth convocations (since 2011), member of the Communist Party faction . Member of the Central Committee of the Communist Party . February 13, 2013 deprived of parliamentary immunity. May 26, 2014 sentenced to 5 years in prison for attempted fraud.

Biography
Born on August 1, 1974 in the village. Girey Gulkevichsky district of the Krasnodar Territory in the family of teachers. After graduating from high school, he worked as a tractor driver in a sugar factory. In 1992, he entered the Kuban State Agrarian University , after which he worked as an agronomist at the Prikubanskoye collective agricultural enterprise.
He was one of the participants in the restoration of the Komsomol organization of the Kuban. In 1996, he was elected first secretary of the Krasnodar Regional Committee of the Russian Communist Youth Union, a member of the Central Committee of the RKSM. He was an assistant to the deputy of the Legislative Assembly of the Krasnodar Territory Nikolai Osadchy . He was elected deputy of the Tuapse City Council.
In 2001 - 2004 he worked as the head of the organizational and legal department of the administration of Krasnodar . Since 2005, he worked as Deputy General Director for Regional Cooperation at BDM-Agro. He was an assistant to the State Duma deputy Nikolai Kondratenko .
In 2007, he was elected as a deputy of the State Duma of the fifth convocation on the Communist Party ’s electoral list in the Krasnodar Territory . Member of the Committee on Construction and Land Relations . Member of the commission for the consideration of federal budget expenditures aimed at ensuring the defense and state security of the Russian Federation.
Member of the Bureau of the Krasnodar Regional Committee of the Communist Party . In November 2008, became a member of the Central Committee of the Communist Party [1] .
He advocated the recognition of independence of South Ossetia , was in the republic for several days in August 2008 [2] . On January 28, 2009, by the decree of the President of North Ossetia, Taimuraz Mamsurov was awarded the medal “For the Glory of Ossetia” for his “great personal contribution to the elimination of the consequences of armed aggression against the inhabitants of the Republic of South Ossetia” [3] [4] .
In 2011, he was elected to the State Duma of the sixth convocation on the Communist Party ’s electoral list in the Krasnodar Territory. Member of the Communist Party faction, member of the State Duma Committee on Land Relations and Construction.
On December 25, 2012, the Investigative Committee of the Russian Federation announced the involvement of Konstantin Shirshov in the fraud case. Investigators sent documents to the Prosecutor General’s Office demanding to deprive Shirshov of parliamentary immunity. According to the website of the Investigative Committee, in the framework of the previously initiated criminal case, Shirshov’s involvement in extortion from a large businessman Andrei Chernyakov was established for 7.5 million euros for the promise to him of the mandate of the State Duma deputy on the lists of the United Russia party, with the help of two assistant deputies from Just Russia party [5] [6] [7] [8] [9] .
On February 13, 2013, the State Duma deprived Konstantin Shirshov of parliamentary immunity [10] . On May 26, 2014, the Moscow City Court sentenced Shirshov to five years in a penal colony for attempted fraud [11] . The Supreme Court upheld the verdict.
