The technical equipment was acquired and / or borrowed from the Otradny shopping mall around 2002–2003. An important contribution to the creation of the program is the director / editor-in-chief of the Otradny TV and Radio Company Igor Sergeyevich Zamamykin. He collected an active youth creative group, identified priorities in the concept of the program. But the process, after attenuation, was resumed in 2004 by Tatyana Shankina, a former social work specialist of the Novokuibyshevsk Committee on Youth Affairs. From August to October, she organized classes in TV journalism. On October 10, 2004, the first edition of the MolOt - Youth of Otradny program was released. Duration of the program - 10 minutes.
