Aleksei Vladimir Bagaryakov (b. December 31, 1972 ) - Russian politician, businessman, economist. The deputy of the State Duma of the fifth convocation (from March 26, 2008 to June 27, 2011), was a member of the Communist Party faction , without being a member of the Communist Party. Deputy Chairman of the Government of the Sverdlovsk Region in 2011-2012 First Deputy Head of Administration of the Governor of the Sverdlovsk Region (from July 2012 to October 2013). Biography
Born December 31, 1972 in the city of Nevyansk, Sverdlovsk Region. My father is a driver, my mother worked at the Nevyansk Mechanical Plant as a specialist in configuring software for CNC machines . In 1988, he graduated from the 8th grade of a secondary school in the village of Cement of the Nevyansky District.
In 1992, he graduated from the Nevyansk Mechanical College with a degree in “CNC Adjuster Setup”. In 1995 he entered the Institute of Retraining of Personnel of the Ural State Technical University with a degree in management, from which he graduated in 1999 with the qualification of an engineer-economist. In his own words, as a university student, at night he worked as a watchman at the Nevyansk furniture factory [3] . Then he was engaged in the resale of furniture, later Bagaryakov recalled that with a guard his salary was 200 rubles. at the resale of furniture he received 1000 rubles. per month. [4] After a year and a half, he organized with his partner the company LLC ALBA [3] and sold, according to him, about half of the furniture produced at the factory. [4] At 19, he bought a new VAZ-2109 car. [4] After that he was engaged in the purchase and resale of vouchers [3] .
In 1997-2002, he was the founder and director of ALBA Corporation, in 1999 he acquired a block of shares and became a member of the Board of Directors of Irbit Glass Factory OJSC. Bagaryakov later called the purchase of factories “a mistake” [3] . In 2001, he worked in the apparatus of the Committee on Labor and Social Policy of the State Duma.
In 2001, he became one of the participants of Ural Innovative Commercial Bank LLC ( PEC Bank ), in 2003 he was elected chairman of the supervisory board, then chairman of the board of directors (since 2004 he was the main, and in 2006-2007 - the sole owner of the bank) . In 2007, he sold all shares of the bank to 6 individuals and resigned from the management. [5] .
In 2003, he became a member of the Board of Directors of Omsk-Roofing OJSC in Omsk. He was a major shareholder in the capital of LLC Firma Alba LLC, Investment Company Stability-Garant LLC, InvestDevelopment LLC, Financial Company Stability-Garant LLC, Avantime LLC, Financial Solutions Investment Company ”, CJSC“ UiK-Invest ” [6] , LLC“ Frunze 96 ”, LLC“ Classic ”, LLC“ Financial Solutions ”, received income from LLC DialogTelecom, LLC EvrazMetall-Ural, LLC Protekh [7 ] .
In 2003, he ran for the State Duma from the Union of Right Forces party, going second in the list of the Union of Right Forces in the Sverdlovsk Region [8] . He was a member of the political council of the Sverdlovsk branch of the Union of Right Forces [9] . In 2006, Bagaryakov said that he "had excellent relations with Boris Nemtsov, with Irina Khakamada" [3] .
Since 2004, he has been Vice President of the Ural Regional Center for the Development of Small Cities of the Urals and Siberia (Ural Regional Center for the Development of Small Cities LLC), which is developing the concept for the development of small cities in Russia.
In 2004-2005, he was a member of the Board of Directors of the Ural Bank Bank24.ru [10] .
In 2006, he defended his thesis at the Russian Presidential Academy of Public Administration with a degree.
In 2014, he became an adviser to Rector of RANEPA Vladimir Mau . [eleven]

Work in the State Duma
In an interview with Delovoy Kvartal magazine in 2006, Bagaryakov said that he would try to get into the State Duma with the Communists if possible, noting: “I’ll calmly go with them - I won’t even think about it” [3] .
In 2007, he participated in the election of deputies of the State Duma of the fifth convocation . Bagaryakov ranks second on the Communist Party’s election list in Altai Krai after the first secretary of the regional party committee, Mikhail Zapolev . In the Altai Territory, the Communist Party received 16.88% of the vote, which gave her the right to one deputy mandate. However, the Central Committee of the Communist Party recommended Zapolev to relieve himself of parliamentary powers, focusing on political activities in the region. Zapolev obeyed the party’s decision, moving to work in the Altai Regional Legislative Assembly . He explained his refusal of a seat in the State Duma by “the interests of a common cause”, noting the importance of financial support for party activities [13] . According to information provided by the Central Election Commission, Bagaryakov had an annual income of more than 48 million rubles [14] . March 26, 2008 Bagaryakov received a mandate by decision of the Central Election Commission of Russia [15] .
Bagaryakov himself in an interview emphasized that he was not a member of the Communist Party, but his “choice in favor of the Communist Party of the Russian Federation is logical,” since he does not like United Russia [16] . Bagaryakov noted: “although I have“ leftist ”views, but by nature I am a liberal ” [16] . According to Bagaryakov, he has equal relations with Zapolev and Altai communists. Bagaryakov said about his business activities: “I built my business so that you can’t put pressure on it. Stock market - try pushing. I have neither factories, nor steamboats, I don’t have accounts abroad, ”explaining that“ there is no contradiction between my views and party ideology. The party’s program says: there must be social justice. And the fact that it is a sin to be rich does not exist ” [16] .
In April 2008, Bagaryakov said that he plans to open party organizations in every district of Barnaul [16] . According to the Altai media, at the end of 2008 Bagaryakov acquired a party office in Barnaul for the Communist Party with a total area of 340 square meters. m. and worth more than 10 million rubles [17] . According to Bagaryakov’s own words, he transfers his deputy salary (about 130 thousand rubles) to the regional organization of the Communist Party [18] .
In the State Duma, he became a member of the financial market committee. He proposed not to pay bonuses to top managers of companies receiving state assistance [19] , to tighten control over the admission of foreign securities to the Russian market [20] , commented on the bill on counteracting the unlawful use of insider information [21] , together with the faction, demanded his resignation Anatoly Chubais as head of the Russian Corporation of Nanotechnology [22] .
In 2010, he drafted a progressive tax bill. The bill provided for a redistribution of the tax burden on citizens with higher incomes; in particular, for those who receive over 12 million rubles. a year it was proposed to increase the tax rate to 45%. [23] In April 2010, he criticized the bill granting the state corporation Rosnano the right to issue equity securities. Bagaryakov said that out of 130 billion rubles allocated by Rusnano, only 10 billion rubles were spent, while half of this was spent on the maintenance of Rusnano itself. [24] In 2010, he made a statement about the external governance of the country on the example of interference of lobbying structures in the legislative activities of the State Duma [25] .
Elections to the Regional Duma of the Sverdlovsk Region in 2010
In the fall of 2009, Gennady Zyuganov turned to Bagaryakov with a request to participate in the regional elections in the Sverdlovsk region [26] . Bagaryakov agreed. According to him, it will be he who will be involved in the formation of the campaign, compile a list of candidates, conduct a campaign and be responsible for the result. Also in his interview of November 5, 2009, he already announced that he would head the list [26] , although the regional Communist Party conference, which adopted the decision, took place only on December 26, 2009.
According to the information on the size and sources of income for 2008 provided to the regional election commission, Bagaryakov owned 4 apartments in Yekaterinburg (size from 34 to 47.6 sq. M.), 100% of the shares of the Nevyansky district of the Sverdlovsk region registered in the settlement of Cement LLC InvestDevelopment and a 50% stake in the Moscow company Stroyservice LLC [27] .
The result of the Communist Party in the elections to the Regional Duma was the best since 1996. The party gained 21.69%, took second place and received three deputy mandates. Bagaryakov refused the mandate of the deputy, who passed on to the Communist Party member Yevgeny Artyukh , who showed the best result among 14 regional groups. Communist Party leader Gennady Zyuganov praised Bagaryakov’s efforts: “Young State Duma deputy Alexei Bagaryakov brilliantly organized the election campaign in the Sverdlovsk Region. There, in fact, we doubled our result ” [28] .
Termination of the contract with the Communist Party
Bagaryakov called dissatisfaction with the list of candidates from the Communist Party faction in the VI State Duma the main reason for leaving the State Duma. According to him, the average age of the candidates on the list was 64.5 years, which leads to the fact that future deputies think “think by the stereotypes of a planned economy and find it difficult to explain what“ innovation “is.” In June 2011 Bagaryakov resigned as a deputy and went to work in the government of the Sverdlovsk region as deputy head of the regional government
Subsequently, after leaving the State Duma, Bagaryakov recalled that the work of the Communist Party faction in the Duma did not suit him:
| they [deputies of the Communist Party faction] do not risk taking responsibility for making decisions, and in addition, for the most part, they do not have an adequate level of education and professional skills that allow them to adapt in today's life. Forty-year-old approaches are not applicable to the current realities: today is another agriculture, another industry, another economy and other problems. If you look at the legislative initiatives of the Communist Party faction, you can immediately see that they are not calculated, economically unjustified, but there’s more than enough populism in them. In turn, the chairman of the Communist Party Gennady Zyuganov commented on Bagaryakov’s departure: “He has knowledge of business, production. And now he will go through a good school in a serious and strong field and will develop. ” [30] . According to Zyuganov, Bagaryakov is a “sympathizer of the party” and if he adheres to the spiritual and moral criteria that the Communists tried to put into his soul, then he will have a prospect [30] . Bagaryakova also continued to consider Dmitry Shadrin , the first secretary of the Sverdlovsk Regional Party Committee of the Communist Party, as the party’s supporter, who stated that “the authorities ... are forced to attract supporters of the Communist Party to important positions” [31] .
Government of the Sverdlovsk Region
In July 2011, after passing the mandate of the State Duma deputy, Bagaryakov assumed the duties of Deputy Prime Minister of the Sverdlovsk Region [32] (the date of the governor’s decree on the appointment of Bagaryakov was not reported in the media). Bagaryakov’s main function was to interact with the municipalities of the Sverdlovsk region (before him these functions were performed by Vyacheslav Brozovsky , who resigned in the spring of 2011) [32] . According to some media reports, at the same time Bagaryakov joined the All-Russian Popular Front [32] [33] . On the recommendation of the public organization "Clean City" ( Nizhny Tagil ), a member of the ONF, was nominated in the Sverdlovsk regional list of "United Russia" to participate in the primaries in the elections to the State Duma of the new convocation [34] [35] , and was eventually approved under number 8 in the regional list of the Sverdlovsk region [36] .
Putin's Campaign
He was actively involved in the election campaign of presidential candidate Vladimir Putin and was a member of the team of the then envoy Yevgeny Kuyvashev . He was one of the main coordinators of the rally “Worker Urals for Putin!” On January 28, 2012 at the Railway Station Square in Yekaterinburg [37] [38] . The organizers managed to gather about 15 thousand people from the entire Central Urals region during 30 degrees of frost. As a result of the election, V. Putin, in the Sverdlovsk region, gained 64.50% of the vote. [39] Bagaryakov received thanks from the president.
In the administration of the governor of the Sverdlovsk region
In April 2012, the Chairman of the Government of the Sverdlovsk Region Anatoly Gredin resigned. In this regard, according to the charter of the Sverdlovsk region, all other members of the government (including Bagaryakov) also resigned, but before the approval of the new composition of the government, they were appointed acting by decrees of the governor [40] . In the process of forming a new government in May 2012, the governor of the Sverdlovsk region Alexander Misharin resigned, which launched the next process of forming a government and retained Bagaryakov’s status as acting deputy prime minister for a while.
In early June 2012, the new governor of the region, Yevgeny Kuyvashev, appointed Bagaryakov (still in the status of acting deputy prime minister) as chairman of the organizing committee of the Innoprom 2012 exhibition. At the same time, it was announced that Bagaryakov would take the post of first deputy head of the administration of the governor of the Sverdlovsk region. In July 2012, he assumed the duties of the First Deputy Head of the Administration of the Governor of the Sverdlovsk Region (the official date of the appointment of Bagaryakov was not reported in the media) [41] . Later he was elected Chairman of the Board of Directors of the Corporation for Development of the Middle Urals, owned by the Sverdlovsk Region [42] .
In 2012 and 2013, Bagaryakov oversaw the Innoprom exhibition. Each exhibition was attended by over 500 exhibitors, among which - international companies. The business program was attended by Russian Prime Minister Dmitry Medvedev. After the successful holding of the forum, Bagaryakov received a letter of thanks from the Governor of the Sverdlovsk Region.
Nizhny Tagil Mayor Election
In the summer of 2012, Bagaryakov became the ideologist of the nomination of Sergei Nosov for the post of mayor of Nizhny Tagil and became the organizer of the upcoming elections. According to Bagaryakov: “The most difficult thing is to persuade Nosov to win, then the matter is for the professionals.” According to other participants in the election of Mayor Tagil, including the Communists, Bagaryakov constantly exerted manipulative pressure on their structures and knocked them out of the process. October 14, 2012 Nosov won the election of the head of the city of Nizhny Tagil, gaining 92% of the vote.
Election of the Head of Yekaterinburg
Bagaryakov was one of the curators of the campaign, Yakov Silin, in the election of the mayor of Yekaterinburg on September 8, 2013, in which opposition candidate Yevgeny Roizman won with a margin of 33.31%. Silin in the election gained 29.71% of the vote. Despite the superior starting position of the Roizman rating, the elections were highly competitive. According to many government officials and members of the opposition, including Roizman, the election of the mayor of Yekaterinburg was one of the cleanest in history.
Leaving the regional team
October 3, 2013 filed a resignation of his own free will, taking full responsibility for the failure in the September election of the mayor of Yekaterinburg. On October 4, 2013, he resigned as first deputy head of the administration of the governor of the Sverdlovsk region. [43]
In 2014, he took the position of Advisor to the President of the Russian Academy of National Economy and Public Administration under the President of the Russian Federation [44] , where he was involved in property management issues.
In 2016, Bagaryakov joined the Presidium of the State Commission for the Development of the Arctic. He headed the program directorate of the International Arctic Forum “The Arctic - Territory of Dialogue” [45] .
In July 2017, he was elected Executive Director of the North-West Strategic Partnership [46] [47] .
Family
Married, wife Irina Nikolaevna Bagaryakova - teacher of mathematics and physics. Five children: three sons and two daughters. The Bagaryakov family lives in Moscow. [48] The younger brother Dmitry lives in Yekaterinburg.
