On November 27, 1991, by a resolution of the State Council, it was renamed the USSR Committee on Education [12] , and on December 10 it was abolished [13] and the Interstate [14] Council on Education was established on its basis [15] . It was liquidated on December 26, 1991 [16] , the chairman was not appointed.

Ministry of Science and Technical Policy of the RSFSR
It was established on November 11, 1991 on the basis of the RSFSR State Committee on Science and Higher Education (in terms of science) and transferred under the RSFSR jurisdiction of the USSR State Committee on Science and Technology (Decree of the President of the RSFSR No. 193 of November 11, 1991). After 17 days, issues of a higher school (with appropriate material and technical resources, financial resources, other property, staff numbers of staff of the central apparatus and allocations for its maintenance) were transferred to the introduction of this ministry and, therefore, it was transformed into the Ministry of Science, Higher Education School and Technical Policy of the RSFSR (Decree of the President of the RSFSR No. 242 of November 28, 1991)

On December 25, 1991, the Supreme Soviet of the RSFSR adopted a law on renaming the RSFSR into the Russian Federation (RF). [18] On April 21, 1992, the Congress of People's Deputies of the RSFSR approved the renaming, making appropriate amendments to the Constitution of the RSFSR, which entered into force on May 16, 1992 [19] .
