Biography
Born September 12, 1969 in Khabarovsk .
He graduated from Vozzhaev school number 1 ( Belogorsk district of the Amur region ). In 1986 he entered the Faculty of History of BSPU named after Kalinin.
After completing the second course, he was drafted into the ranks of the Soviet Army by the Armed Forces of the USSR (delayed to students at that time was canceled , restored in 1989). He served in the air defense forces .
In September 1989 , after being transferred to the reserve, he continued to receive higher education. In 1992 he graduated with honors from the Faculty of History, Social Studies and Law at the BSPU named after Kalinin.
He began teaching at the Department of Cultural Studies at the Blagoveshchensk State Pedagogical Institute. He worked as an assistant, senior lecturer, he studied in graduate school. In 1995 - 1997 he was part-time assistant to a member of the Council of Federation of the Federal Assembly of the Russian Federation .
Since June 1992 a member of the Communist Party of the Russian Federation . The application for joining the CPSU wrote on the day Yeltsin signed the decree dissolving the party of communists. He took an active part in the reconstruction of the Amur regional branch of the Communist Party of Russia, was a member of the organizing committee. He was repeatedly elected a member and secretary of the Blagoveshchensk city and Amur regional committees of the Communist Party of the Russian Federation.
He headed the organizing committee for the restoration of the Komsomol organization of the Amur region. On May 29, 1993 he headed the Amur Communist Youth Union, which later became part of the Union of Communist Youth [1] . He was elected a member of the Central Committee and Secretary of the Central Committee of the SCM RF . In 1993 - 2001 he was elected first secretary of the ACSM regional committee, member and secretary of the Central Committee of the Union of Communist Youth of the Russian Federation.
From 1997 to 2001 , he worked as deputy chairman of the committee and head of the youth affairs department of the Amur region .
In 2001 , he successfully defended his thesis for the degree of candidate of historical sciences at the Moscow State Pedagogical University . Theme of dissertation work: "The formation of the intelligentsia of the Far East of Russia in the second half of the XIX - early XX centuries." Has publications on this topic and other issues.
After defending his thesis, he continued teaching activities at the Department of History of the Blagoveshchensk State University as a senior teacher and associate professor.
In 2001, he participated in the by-election of a State Duma deputy in the 58th Blagoveshchensk single-mandate constituency (Amur Region). According to the officially announced data, 286 votes were given to Alexander Vinidiktov, the head of the Svobodny cosmodrome. The election was attended by 25.51% of voters. Dmitry Novikov received 46,207 votes (27.30%), Vinidiktov - 46,493 votes (27.47%) [2] . The ensuing litigation revealed gross violations of the law, including the “voting” of deceased voters in Svobodny. However, the election results were upheld.
Since 2004, a member of the Central Committee of the Communist Party of the Russian Federation , then - the secretary of the Central Committee of the Party, responsible for the ideological, agitation and propaganda direction of work.
In March 2005, he was elected a deputy to the Council of People's Deputies of the Amur Region on the list of the Communist Party of the Russian Federation . He was a member of the social affairs committee.
Since 2004 - Secretary of the Communist Party Central Committee . In 2005 he was elected a deputy to the Council of People's Deputies of the Amur Region .
In 2007, he was elected a State Duma of the fifth convocation on the basis of the federal list of the Communist Party of the Russian Federation (regional group No. 33 - Amur Region, Chita Region, Aginsky Buryat Autonomous Region). Worked on the committee on culture. [3] .
He acted with sharp criticism of the Amur governor Nikolai Kolesov , accusing him, in particular, of putting pressure on the Communist Party of the Russian Federation and obstructing its election campaign [4] [5] . The Communist Party faction in the regional legislature appealed to the President of Russia to remove Kolesov from his post [6] . On October 16, 2008, Governor Kolesov was dismissed.
November 30, 2008 D.G. Novikov re-joined the Central Committee of the Communist Party of the Russian Federation , becoming a member of the Presidium and secretary of the Central Committee [7] [8] . As part of its direction, he organized the video studio of the Communist Party Central Committee .
In 2009 , he headed the list of the Communist Party of the Russian Federation in the elections to the Blagoveshchensk City Duma.
In 2011 , he was elected deputy of the State Duma of the Federal Assembly of Russia of the fifth in the federal list of candidates nominated by the Communist Party of the Russian Federation. In the new convocation, he was appointed First Deputy Chairman of the State Duma Committee on Science and High Technology.
In the elections to the Legislative Assembly of the Amur Region 2011, he headed the regional list of the Communist Party of the Russian Federation. He refused the mandate in connection with his election as a deputy of the State Duma. [9] In the new convocation, he occupied the post of first deputy chairman of the State Duma Committee on Science and High Technology.
On February 24, 2013 , at the conclusion of the work of the Fifteenth Congress of the Communist Party of the Russian Federation at the Organizational Plenum of the Central Committee, was elected Vice-Chairman of the Party Central Committee. At the same time he headed the work on the formation of the party channel "Red Line", created on the basis of the video studio of the Central Committee of the Communist Party of the Russian Federation, organized on his own initiative two years before. Also in 2013, he headed the creation of the Center for Political Studies of the Central Committee of the Communist Party of the Russian Federation, which trains party personnel in various areas of party work.
Since 2016 - Deputy of the State Duma of the Federal Assembly of Russia of the seventh convocation , First Deputy Chairman of the State Duma Committee on International Affairs.
At the first plenary meeting of the State Duma of the Russian Federation of the seventh convocation, the Communist Party faction was nominated for the post of Chairman of the State Duma . [ten]
At the XVII Congress of the Communist Party on May 27, 2017 he was re-elected a member of the Central Committee of the Communist Party of the Russian Federation. At the I Plenum of the Central Committee of the Party, convened after the congress, he was again elected a member of the Presidium, Deputy Chairman of the Central Committee of the Communist Party of the Russian Federation.
