For financial reasons, the clubs Nadezhda (Noginsk) and SKA-Rostov-on-Don refused to participate in the tournament. It was planned that Nadezhda would replace the Ecostrom club from Sergiev Posad , but on April 4, he informed the RFU about his refusal to participate.
