Biography
He graduated from the Law Faculty of St. Petersburg University .
On the advice of Alexander Koshelev and at his expense, he began to study the living conditions of the Russian people. Having traveled to Russia in different directions, he presented the results of his observations in a number of articles that appeared in Russian Thought and Zemstvo .
In 1889, on the instructions of the Free Economic Society, he studied in the Porkhov district of the Pskov province the question of early redemption of land by local peasants for a capital of 1 million rubles.
In 1899-1902 was the chief editor of the newspaper " Russia " [1] [2] .
In the 1910s entered the close environment of Grigori Rasputin [1] [3] .
The last years were very sick [3] .
Proceedings
Serving in the economic department of the Ministry of the Interior, he compiled a list of decrees of the zemstvo on food issues.
