Wilhelm Hamilcar von Völkersam ( German: Wilhelm Hamilcar von Fölkersahm ; January 6 (18), 1811 , Mitava , Courland province - April 19 ( May 1 ) 1856 , Riga [2] [3] , Livonia province ) - Chairman (Landmarschall) of the Legislative Assembly ( Landtag ) of the Livonia province. It was known as the "Livonian Mirabeau ." He went down in history as one of the authors of land reform in the Baltic states. He was the first president of the Land Bank, which financed the purchase of land by peasants [2] .

Biography
A descendant of the ancient Livonian noble family [4] . The son of a Livonian civil governor, born in Courland, in 1829 went to study in Berlin, where Hegel was one of his professors. After graduation, he returned to his homeland and devoted himself to agriculture - in the southern part of Livonia he bought the estate of Ruen-Grosshof ( German: Rujen-Grosshof ) [5] .
As a representative of the landowners of the Ostsee region, he was a member of the Ostsee committee . He was the leader of the liberal wing of the Vidzeme landowners party. From 1847 to 1856 he was a member of the board of Livonia and at the same time from 1848 to 1851 was a land judge.
