Biography
He began his career at the age of 15 as an apprentice mechanic in his father's workshop. In 1943, having refused the labor service (STO), he hides to avoid deportation and after the liberation of France, he heads the workshop of his father, expanding its capabilities through the sale and repair of agricultural machinery and fuel.
After winning the municipal elections (1955), four years later he was elected mayor of Luden (1959), holding this post until 1999. In 1961, he was elected General Counselor of the Department of Vienne (resigned in 2004). In 1973, he created one of the first community of communes (Communauté de communes) in France and leads it. Regional Advisor to Poitou - Charente (1973-1989). President of the General Council of the Department of Vienne (1977-2004).
A staunch supporter of decentralization policies in the early 1980s, he supports the creation of Renault foundries and the establishment of a nuclear power plant in the department of Vienne. In 1984, he initiated the Futuroscope park in Poitiers. In 1996, he launched the country's first project to connect departmental and educational institutions to the Internet.
In 1968 he was elected to the French Senate. He has held several key positions in the government of the country,
- 1977 - 1978 - Minister of Industry and Trade,
- 1978 - 1981 - Minister of Economy and Finance of France. The author of the Monori Law, adopted in 1978 to promote public investment in company securities through tax incentives,
- 1985 - 1986 - Chairman of the Regional Council of the Poitou Charentes Region,
- 1986 - 1988 - Minister of Education; the activity in this post was marked by massive student protests against the university reform plan of the Minister-Delegate Alain Devake,
- 1992 - 1998 - Chairman of the French Senate, in 1998, left the first round of voting while trying to get a second term. He was elected deputy chairman of the Senate.
He was elected chairman of the Provisional Committee of the International Monetary Fund (IMF) (1980–81).
He completed his political career in 2004.
