Kadria-Ulker Salimova was born on February 15, 1924 in Baku . In 1941, after graduating from school, she voluntarily went to the front.
- In 1950 she graduated from the philosophical faculty of Azerbaijan State University.
- In 1953 she defended her doctoral dissertation in philosophy, and in 1971 she defended her doctoral dissertation in pedagogy.
- Since 1953, she worked at the Institute of Theory of Education and Pedagogy of the Russian Academy of Education as a research fellow, scientific secretary, head of the laboratory, and chief research fellow.
