Biography
Born April 20, 1948 in the village of Erbek Piy-Hemsky district of Tuva . He graduated from the Krasnoyarsk Pedagogical Institute and the Higher School of the KGB of the USSR in Minsk. He worked as a teacher in high school, served in the Navy, then taught at the pedagogical school.
From 1972 he worked in the state security bodies of the USSR. In 1993-2001 he headed the FSB Directorate for Tuva .
From December 2001 to October 2002 - Representative in the Federation Council from the Supreme Khural of the Republic of Tyva. The candidacy of Udumbara was proposed by the chairman of the Hural Sholban Kara-ool [1] . He was deputy chairman of the Committee on the Affairs of the North and Indigenous Peoples, member of the commission on regulations and organization of parliamentary activities. In October 2002, the new composition of the Supreme Khural powers of Udumbara were terminated, his place was taken by Lyudmila Narusova [2] [3] .
Has state awards. Married, two children.
