In 1983 he graduated from the Faculty of Philosophy of Moscow State University named after M.V. Lomonosov .

In 1986 he graduated from full-time postgraduate study at the Faculty of Philosophy of Moscow State University named after MV Lomonosov.

In 1994 he graduated from the Academy of National Economy under the Government of Russia .

In 1986, a dissertation for the degree of candidate of philosophical sciences on the topic "General trends in the politicization of Catholicism in the 80s."

Scientific and educational activities

In 1986 - 1991 - teacher, senior lecturer of the Department of Philosophy and Scientific Communism of the Annunciation Polytechnic Institute .

In 1996 - 2005 - First Vice-President of the Parliamentarism Development Fund in Russia.

Since 2005 - Deputy Director of the Moscow School of Political Studies .

Since 2006 - one of the editors of the magazine “ Safe Reserve ”.

He is the author of numerous publications on the theory and practice of foreign and Russian parliamentarism, the history of socio-political thought, problems of local self-government and federalism.

Political Activities

In 1990 - 1993 - People’s Deputy of Russia (elected from the Amur Region), was a member of the “Consent for Progress” faction, participated in the work of the parliamentary group “Cooperation”.

In September 1991, he was appointed representative of the President of the Russian Federation in the Amur Region, in November 1992 he was relieved of this post due to his election as a member of the Supreme Council of the Russian Federation ;

In 1992 - 1993 - a member of the Council of Nationalities of the Supreme Council of the Russian Federation, was a member of the Commission of the Council of Nationalities on national-state structure and interethnic relations.

In December 1993 he was elected to the State Duma in the Annunciation constituency No. 59 (Amur Region), was a member of the State Duma Committee on CIS Affairs and Relations with Compatriots. In December 1995, he ran for the State Duma candidate for the Annunciation constituency No. 58, was not elected.
