On March 5, 1930, in accordance with the decision of the College at the People’s Commissariat for Posts and Telegraphs, a telecommunication college was opened in Sverdlovsk. The college proposed a concentric training system, implemented through continuous production practice so that the student after the first year of training could practically do the job of a master, the second year - a technician and the third year - an engineer.

In 1959, I. I. Iofin, a graduate, and then a teacher of an educational institution, a participant in the Great Patriotic War, was appointed director. The new director, who enjoyed exceptional authority among students and teachers, for several years directed the efforts of the entire team on the design and construction of student dormitories and educational buildings. By 1966, work of tremendous importance was completed: three large buildings of the technical school were commissioned.

Since 1986, by order of the Minister of Communications of the USSR, to ensure the construction of an educational complex with a dormitory and industry requirements for training personnel, the Sverdlovsk Electrotechnical College of Communications was headed by Yevgeny Andreevich Subbotin, head of the urban and rural telephone service of the Sverdlovsk Regional Communications Department.

In 1988, the construction of the educational complex with the introduction of the educational building with a dining room and a student dormitory is completed.

In 1992, according to the results of certification, the technical college was granted the status of a higher professional school - college. The training of advanced communication specialists with the qualifications of junior engineers has begun.

1995 year. The college was identified as the responsible executor of the regional program “Introduction of standards of secondary special education and new teaching technologies based on the creation of an information and computer network of secondary specialized education institutions of the Sverdlovsk region”.

1996 year. The beginning of the organization of continuous 2-stage training of specialists in the field of vocational education in the specialty "Information Systems in Economics", together with the Ural State University of Economics in accordance with the agreement on cooperation in the field of the provision of educational services in higher education programs.

1997 year. In accordance with the order of the Ministry of the Russian Federation N 32 dated 03/27/97, ​​the college is part of the Siberian State University of Telecommunications and Informatics of the Ministry of Communications of the Russian Federation. Beginning of the organization of continuous 2-stage training of specialists in higher professional education in the specialty “Communication Networks and Switching Systems”, “Multichannel Telecommunication Systems”, “Economics and Management at Enterprises (by Industry)”.

1998 year. The first stage of creating an information-computer network of secondary vocational education institutions in Yekaterinburg has been completed. In 1998, by order of the Goskomsvyaz of Russia N 112 of 07/02/98, the Ural branch of SibGUTI in Yekaterinburg was created by reorganizing the faculty of accelerated training of specialists and bachelors of the university with a license for the right to conduct educational activities under higher education programs.

2002 year. Уральский технический институт связи и информатики является авторизированным учебным центром компании D-Link Corporation. Занятия проводят работники и специалисты объектов связи г. Екатеринбурга, научные работники и ведущие преподаватели УрТИСИ, имеющие большой методический, научный и практический опыт работы. По окончании курса, при успешной сдаче экзаменов, выдается удостоверение государственного образца о краткосрочном повышении квалификации.

Центр повышения квалификации создан в 2002 году в составе Уральского технического института связи и информатики (филиал) ГОУ ВПО «СибГУТИ» с 2008года был переименован в Учебно — производственный комплекс переподготовки кадров (УПК ПК).

Основной целью УПК ПК является обновление теоретических и практических знаний специалистов в соответствии с постоянно повышающимися требованиями государственных образовательных стандартов, удовлетворение потребностей специалистов предприятий в получении знаний о новейших достижениях в области информатики, телекоммуникаций, электроники, а также психологическая поддержка, позволяющая успешно вести инновационную деятельность. Повышение квалификации и аттестация специалистов предприятий всех форм собственности ведется в течение всего учебного года и включает в себя следующие краткосрочное (72 часа) тематическое обучение, которое проводится в УрТИСИ, а также проведение семинаров, тренингов, конференций.

Слушателями УПК ПК являются руководители предприятий, структурных подразделений, отделов, инженерно-технические работники, занимающиеся внедрением и эксплуатацией новой техники и новых технологий, а также обслуживающий персонал. В институте ежегодно проводятся научно-технические, методические и практические конференции. По результатам конференций выпускаются сборники научных трудов с публикациями участников. Сборник содержит статьи, посвященные новым технологиям, применяемым в отрасли связи, развитию региональной инфраструктуры телекоммуникаций в Уральском федеральном округе и социально-экономическим проблемам России. В материалах сборника рассмотрены актуальные проблемы, посвященные вопросам реформирования высшей школы. В работах отраженны результаты научных исследований профессорско-преподавательского состава института и рассмотрены возможности их практического применения в различных областях отрасли связи.

В институте ежегодно проводится конкурс «Мисс и Мистер УрТИСИ», победительница которого участвует в конкурсе «Мисс Коммуникация». Каждый год в институте проходит день здоровья, когда студенты института выезжают на базу отдыха и проводят время в спортивной и здоровой обстановке. Студенты активно участвуют в празднике в честь своего профессионального праздника 7 мая, дня радио.

С 24 по 29 июня 2011 года в Санкт-Петербурге прошла V Всероссийская конференция «Проблемы и перспективы развития высшего образования и науки в Российской Федерации», в рамках которой были подведены итоги конкурса «100 лучших вузов России» . Конференция «Проблемы и перспективы развития высшего образования и науки в Российской Федерации» проводится в городе Санкт-Петербурге с 2004 года и представляет собой дискуссионную площадку для обмена мнениями руководителей образовательных и научных учреждений с законодателями из Совета Федерации и Государственной Думы Федерального Собрания Российской Федерации. С 2010 года Председателем конференции является лауреат Нобелевской премии, академик, вице-президент Российской Академии наук Жорес Иванович Алфёров.

Уральский технический институт связи и информатики (филиал) ГОУ ВПО «СибГУТИ» признан лауреатом конкурса «100 лучших ВУЗов России» в номинации «Лучший филиал года». Директор УрТИСИ ГОУ ВПО «СибГУТИ» — проректор ГОУ ВПО «СибГУТИ» Субботин Евгений Андреевич был награждён: золотой медалью «Учёный года 2011», дипломом лауреата конкурса и почётным знаком «Учёный года 2011», а также был признан лауреатом конкурса «100 лучших ВУЗов и НИИ России» в номинации «Учёный года».

Международная выставка «Идеи-изобретения-инновации» IENA-2010

В период с 28 по 31 октября 2010 года в г. Нюрнберг (Германия) в павильоне 12 центрального выставочного комплекса Messezentrum прошла 62-я Международная выставка «Идеи, изобретения, инновации» — IENA-2010. Это ежегодное мероприятие является одной из старейших и авторитетных международных специализированных выставок, посвященных новым технологиям, изобретениям, ноу-хау, которые могут найти своё применение как в различных областях науки и техники, так и в повседневной жизни. По мнению специалистов, это — выставка № 1 в области интеллектуальной собственности.

Проводимая под патронажем правительства Земли Бавария и Федерального министерства образования и научных исследований, при поддержке Всемирной организации интеллектуальной собственности (WIPO) и Международной федерации изобретательских ассоциаций (IFIA), в этом году Выставка усилила свою международную репутацию, собрав рекордное число участников и экспонатов, позволив специалистам и посетителям ознакомиться с более 800 изобретениями, представленными из 37 стран.

Самые обширные экспозиции представили Германия, Россия, Тайвань и Малайзия.

Уральский технический институт связи и информатики принял участие в 62-й Международной выставке «Идеи, изобретения, инновации» — IENA-2010, в которой представил разработку «Инновационный комплекс автоматизации образовательного процесса технического ВУЗа». По итогам выставки Уральский технический институт связи и информатики (в лице директора УрТИСИ ГОУ ВПО «СибГУТИ»-проректора ГОУ ВПО «СибГУТИ» — Субботина Евгения Андреевича) был награждён дипломом участника, серебряной медалью Варшавской ассоциацией изобретателей и рационализаторов, а также памятной медалью Тайваньской лиги изобретений.
